Grants for agriturism units – PNDR 2014-2020

Our colleague, Florentina, explains to you how you can get non-reimbursable EU funds for agri-turism units through PNDR, what an agri-turism unit means, which are the conditions that you must meet and what are the steps needed to be made while developing such a project, in an article published today on Wall Street.

European funds for agri-turism units are available through the National Rural Development Programme, submeasure 6.4 “Support for investments in creating and developing non-agricultural activities”, launched on 14th of July this year.
Grant awarded: up to 200.000 euro
Financing rate: 90% of eligible expenses

The applicant must fall into the category of micro or small enterprise, to conduct a business related to investments in rural areas, with registered office and registered places of business in rural areas and to be able to assure the co-financing of the investment.

Projects can be submitted until 30th of October 2015 and the evaluation of the projects will be done on a monthly basis, for projects that have an estimated score (self-evaluation / pre-scoring) greater than or equal to the monthly quality threshold required by AFIR.

Grants for companies for hiring young graduates – POCU 2014-2020

We inform you that AMPOCU published for consultation the first guides for the 2014-2020 programming period. The first call for proposals has an allocation of 55 million euro, aims Axes 1 and 2 and is estimated to be launched starting with July 2015.

Eligible beneficiaries are large companies and SMEs, that can apply in partnership with authorized training or career guidance and counseling services providers, for accessing minimis or state aid type of non-refundable grants. The projects target unemployed young graduates (NEET) aged 16-24 years.

Minimis projects have a value between 50.000 and 200.000 euro, and the percentage of the grant is 100%. The eligible activities that address youth are :

  • career counseling actions (100 euro / person)
  • training (400 euro/ person)
  • apprenticeship  (250 euro / person / month during apprenticeship)
  • internships for graduates of higher education (300 euro / person / internship period)
  • employment on new created work places (euro 200 grant / person / month * 12 months).

State aid projects have a value between 50.000 and 500.000 euro and funding can reach up to 70% for SMEs or 60% for large companies. The eligible activities that address youth are :

  • grants for the employment of the target group members (euro 200 grant / person / month * 12 months)
  • training activities (euro 400 / person).

Subventii acordate companiilor pentru angajarea de tineri NEET`s – POCU 2014-2020

Va informam ca AMPOCU a publicat spre consultare primele ghiduri pentru perioada de programare 2014-2020. Astfel, prima cerere de propuneri de proiecte are o alocare de 55 milioane de euro, vizeaza Axele 1 si 2 si este estimat a fi lansata incepand cu luna iulie 2015.

Beneficiari eligibili sunt companiile mari si IMM-urile, care pot aplica in parteneriat cu furnizorii autorizati de formare profesionala sau de servicii de orientare si consiliere, pentru accesare de granturi nerambursabile de tip minimis sau ajutor de stat. Proiectele vizeaza masuri adresate tinerilor absolventi someri (NEETs) cu varsta intre 16 – 24 ani.

Proiectele de minimis au o valoare cuprinsa intre 50.000 si 200.000 euro, iar procentul finantarii nerambursabile este de 100%. Activitatile eligibile adresate tinerilor vizeaza:

  • actiuni de consiliere (100 euro/persoana),
  • formare profesionala (400 euro/persoana),
  • ucenicie la locul de munca (250 euro/persoana/luna pe perioada uceniciei),
  • stagii la locul de munca pentru absolventi de invatamant superior (300 euro/persoana/stagiu pe perioada derularii),
  • angajare pe locuri de munca nou create (200 euro subventie/persoana/luna *12 luni).

Proiectele de ajutor de stat au o valoare cuprinsa intre 50.000 si 500.000 euro iar finantarea poate ajunge pana la 70% pentru IMM-uri sau 60% pentru companii mari. Activitatile eligibile adresate tinerilor vizeaza:

  • finantari pentru angajarea persoanelor din grupul tinta (200 euro subventie/persoana/luna *12 luni)
  • activitati de formare (400 euro/persoana).

Funds for agriculture and non – agricultural activities – starting with July 2015

Starting with 1st of July 2015, the Funding Agency for Rural Investments (AFIR) will launch four financing lines which are very interesting for the private sector:

  • Submeasure 4.1.a Support for investments in fruit-growing holdings

Type of investments to be financed: modernization of fruit-growing farms, reconversion of fruit plantations, modernization of fruit nurseries, storage systems, conditioning and packaging and on-farm processing units, including mobile processing units, etc.
Grant awarded: up to 1.050.000 euro.
Financing rate: up to 90% of eligible expenses.

  • Submeasure 4.2 Support for investments in processing/ marketing and/ or development of agricultural products

Type of investments to be financed: Setting-up, extension and/ or modernization and endowment of processing units, including investments in products’ marketing (e.g. labelling, packaging); Setting-up, extension and/ or modernization of local networks of collection, reception, storage, conditioning, selection and packaging capacity; Improvement of internal quality control and compliance with the new standards imposed by the European legislation, etc.
Grant awarded: up to 2.500.000 euro.
Financing rate: up to 50% of eligible expenses.

  • Submeasure 4.2.a Support for investments in processing/marketing of products in the fruit-growing sector

Type of investments to be financed: Setting-up, extension and/ or modernization of processing units for the raw material from the fruit-growing sector, mobile processing units / local networks for collection, reception, storage, conditioning, selection and packaging; Purchasing of new machinery, installations, equipment and specialized transportation for the collection of raw material/ for the sale of fruit products within short-chains/ in the process flow: tanks, isotherm, camper and food caravans;
Grant awarded: up to 1.500.000 euro.
Financing rate: up to 50% of eligible expenses.

  • Submeasure 6.4 Support for investments in creation and development of non-agricultural activities

Type of investments to be financed: manufacturing, craft activities, various services, agro tourism, recreational activities, fuel production from biomass (ex: manufacturing of pellets and briquettes).
Grant awarded: up to 200.000 euro.
Financing rate: up to 90% of eligible expenses.

PNDR 2014-2020 Finantari pentru investitii in agricultura si activitati non-agricole in mediul rural – incepand cu iulie 2015

Agentia pentru Finantarea Investitiilor Rurale (AFIR), va lansa incepand cu 1 iulie 2015 patru linii de finantare deosebit de interesante pentrul mediul privat, si anume:

  • Submasura 4.1.a Investitii in exploatatii pomicole

Se vor finanta investitii de tipul: modernizarea fermelor pomicole, infiintarea si reconversia plantatiilor pomicole, infiintarea si modernizarea de pepiniere, sisteme de depozitare, conditionare si ambalare, unitati de procesare la nivelul exploatatiei, inclusiv unitati de procesare mobile (componenta secundara) etc.
Valoarea finantarii nerambursabile: pana la 1.050.000 euro.
Procent de finantare: pana la 90% din cheltuielile eligibile.

  • Submasura 4.2 Sprijin pentru investitii in procesarea/ marketingul produselor agricole

Se vor finanta investitii de tipul: Infiintarea, extinderea si/ sau modernizarea si dotarea unitatilor de procesare, inclusiv investitii privind marketingul produselor (ex. etichetare, ambalare); Infiintarea, extinderea si/ sau modernizarea de retelele locale de colectare, receptie, depozitare, conditionare, sortare si capacitati de ambalare; Imbunatatirea controlului intern al calitatii si conformarea cu noile standarde impuse de legislatia europeana; etc
Valoarea finantarii nerambursabile: pana la 2.500.000 euro.
Procent de finantare: pana la 50% din cheltuielile eligibile.

  • Submasura 4.2.a Investitii in procesarea/ marketingul produselor din sectorul pomicol

Se vor finanta investitii de tipul: Infiintarea, extinderea si/ sau modernizarea unitatilor ce proceseaza materie prima provenita din sectorul pomicol, unitati mobile de procesare/ retele locale de colectare, receptie, depozitare, conditionare, sortare si ambalare; Achizitionarea de utilaje noi, instalatii, echipamente si mijloace de transport specializate in scopul colectarii materiei prime/ in scopul comercializarii produselor din fructe in cadrul lanturilor scurte/ in cadrul fluxului tehnologic: autocisterne, autoizoterme, rulote si autorulote alimentare.

Valoarea finantarii nerambursabile: pana la 1.500.000 euro.
Procent de finantare: pana la 50% din cheltuielile eligibile.

  • Submasura 6.4 Sprijin pentru investitii in crearea si dezvoltarea de activitati non-agricole

Se vor finanta investitii de tipul: productie, activitati mestesugaresti, furnizarea de servicii, pensiuni agro-turistice, activitati de agrement, productia de combustibil din biomasa (ex: fabricare de peleti si brichete) .
Valoarea finantarii nerambursabile: pana la 200.000 euro.
Procent de finantare: pana la 90% din cheltuielile eligibile.

NRDP – New funds for agriculture: Investment in Agricultural Holdings

Funding Agency for Rural Investments (AFIR) lounched the call for proposals submeasure 4.1 Investment in Agricultural Holdings on 25 March 2015 with continuous submission by October 30, 2015.
The value of grant awarded can be up to 2.000.000 euro per project with a financing rate of maximum 90%.

Eligible costs

  • Construction/ modernization / expansion of vegetable farms and / or livestock farms, including ways of access to farms, on-farm irrigations and farm’s connection to utilities;
  • Modernization of agricultural machinery by acquisition of equipment performance: tractors, combine, seeders, headers, etc.
  • Upgrade and modernize sales and marketing spaces, as well as other marketing expenses, within an integrated food chain
  • Purchasing of compact frigorific transportation means, including trailers and semitrailers specialized for agricultural products marketing within an integrated food chain: tanks, isotherm, transport animals/birds/bees.
  • Plantations for table grapes and other perennial crops (provided the planting material is certified)
  • Purchasing of feed production facilities, drying equipment (cereals, herbs, etc.), equipment in animal farms (sewage discharge, feeding systems etc.), rehabilitation of networks and branching farms etc.
  • Investments in manure storage platforms and collecting purine pools

Eligible applicants:

  • Farmers, excluding unauthorized individuals
  • Cooperative (agricultural cooperatives and agricultural cooperatives), producer groups, created under the national legislation in force that deserves members interests;
  • Research institutes – development and centers, research stations and agricultural research units in the field with legal, public or private

Financing of internship stages for students – 2015

The Ministry of European Funds – AM HRD launches in May 2015 the request for proposals KAI 2.1 – CPP 189 “Internships for students”.
The main objective of this KAI is developing work skills for students and facilitate transition from school to active life.

Eligible applicants:

  • Higher educational institutions of the national education system
  • Employers (public or private)
  • Professional associations
  • Chambers of Commerce and Industry
  • Trade unions and employers’ organizations
  • NGOs
  • Ministry of Education and Scientific Research and structures / agencies / relevant bodies, subordinated / coordinated by it
  • Public and private vocational guidance and counseling service providers
  • Government General Secretariat

Target group: at least 150 students enrolled in the national education system (bachelor and master)
Project value: 50,000 – 500,000 euro
Project duration: 4-6 months
Financing rate: up to 98% of the eligible value of the project
