Revision of de minimis scheme for SMEs

The Ministry of Finance revised the GD 274/2013 and “Guidelines for Applicants” – de minimis scheme for SMEs.
The main changes refer to:

  • Eligibility of costs related to construction/ acquisition of buildings for other services besides the initial activity fields: industrial (manufacturing), education, science, culture and art, health, social service, physical culture and recreation;
  • Removing the obligation of presenting the indicators for assessing the economic efficiency of the enterprise for the next 3 years following the completion of the investment;
  • Introduction of online registration procedure for funding applications for de minimis aid.

The first session will run from 16.08.2013 – 31.10.2013, first come- first served, within the allocated budget.
We remind you that besides buildings related expenditures, other costs are also eligible:

  • technological equipments – machinery and equipments
  • equipments and systems of measurement, control and regulation
  • industrial vehicles (unregistered) to support enterprise activity
  • IT equipments

July 1st, call for poposals for THE MINIMIS projects launch

The Ministry Of Finance is opening starting with 1st of July 2013 the call for poposals for THE MINIMIS projects – maximum 200.000 euro, 100% non-refundable.   We remind you of the main conditions for accessing this financing line:

  • the applicants are SME-s registered according to Law. 31/1990
  • have not received de minimis aid more than 200.000 euro over a 3 year period
  • will create new workplaces by the end of the investment, at least 5 jobs for maximum of 100,000 euro grant OR at least 7 jobs, for a grant of between 100,000 to 200,000 euro
 The grant covers 100% of the project budget – maximum 200.000 euro of the following costs:
  • development or aquisition of new constructions for industrial purpose, for education, science, culture and art, health, social services, sports and recreation
  • technological equipment and machinery
  • equipment and systems of measurement, control and regulation
  • industrial vehicles (unregistered) to support enterprise activity
  • IT equipment
The total budget for this call is 400 million lei and funding allocation will be awarded on a first come first served basis within available budget.

SOPHRD – New guidelines – specific conditions published for consultation

The MASOPHRD has published for public consultation the Guidelines- specific conditions for 20 project lines, both grant and strategic. We estimate that these are the last projects launched this year for this program, including 2014 so, this is the last chance to get a grant for HR projects.

200,000 Euro Funds for SMEs – 100% refundable

Government adopted a new financing scheme for SMEs.                              

The maximum level of de minimis aid: EUR 200,000 (EUR 100,000 for road transport companies) over a period of 3 consecutive years.

Funding Percentage: 100% of eligible project costs

Maximum budget allocated to the scheme: 400 million, 100 million eur

Cumulative eligibility criteria for beneficiaries:

  • SMEs registered according to Law. 31/1990, with operations
  • have not received de minimis aid over a 3 year period or, if received, shall not exceed EUR 200,000 (EUR 100,000 for road transport companies), regardless of funding source
  • Make investment to job completion as follows:

                – 5 jobs for a maximum of 100,000 euro aid

 OR

               – 7 jobs for support of between 100,000 to 200,000 euros

 Eligible expenses:

  • build new construction for industrial purpose (limited up to 425 euro      / sqm) OR procurement of industrial building, for carrying out the      activity for which funding is requested;
  • procurement of technological equipment – machinery and working      equipment;
  • procurement of equipment and systems for measurement, control and      regulation;
  • procurement of unregistered vehicles, to support the enterprise      activity
  • procurement of IT equipment

Call for these projects shall be launched soon and funding allocation will be awarded on a first come first served basis until the budget breakdown.

Grants for Research and Development SOPIEC Operation 2.3.2

According to the estimated calendar for project proposals within Sectoral Operational Programme Increasing Economic Competitiveness – SOPIEC, a new call for projects will be launched during the month of May for Operation 2.3.2 Developing the Research and Development Infrastructure for enterprises and creating new work places.

The objectives of this financing line are: developing the R&D capacity for enterprises in order to raise the innovation and competitiveness level and creating new working spaces for the R&D activity.

Eligible beneficiaries: Enterprises, set up according to Law no. 31/ 1990 republished, that can prove the R&D activity is mentioned within their statutory documents.

Budget allocated to this call: 100.000.000 lei 

Until the Applicant`s guide for this call shall be published for consulting, we present to you some key information, according to the previous call for project.

Non reimbursable financing: between 1.000.000 and 40.000.000 lei.
The value of the financing cannot exceed:

  • for large enterprises:  50%   (40% in Bucuresti – Ilfov Region)
  • for medium sized enterprises:  60% (50% in Bucuresti – Ilfov Region)
  • for small sized enterprises:  70%    (60% in  Bucuresti – Ilfov Region).

Eligible activities related to the initial investment:  

  • land acquisition;
  • modernising buildings/laboratories for R&D;
  • construction/expansion of buildings (centres/laboratories for R&D/ Institutes);
  • acquisition of tangible assets for R&D: buildings and/or spaces;
  • acquisition of tangible assets for R&D: equipments, instruments for R&D;
  • acquisition of intangible assets (IT applications, licenses) related to the project

Project duration: max 24 months- for modernising or construction/expansion of buildings

Financial Mechanism of the EEA – New financing opportunities for NGOs

“NGO Fund”, part of the Financial Mechanism of the European Economic Area (EEA) 2009-2014 with a total budget of 30 million euros will be available for financing civil society projects in Romania.
The overall objective of the Programme is to support the development and strengthening civil society contribution to social justice, democracy and sustainable development.

The five components of the program that can apply for funding are:

  1. Involvement, aimed at encouraging active citizenship and participation in community life, to ensure compliance and enforcement of fundamental democratic values​​
    Estimated Release Date: April 30, 2013
  2. Social Justice, aimed at helping to combat social exclusion and reduce disparities within society and between different groups in society
    Estimated Release Date: May 8, 2013
  3. Sustainable development, with the objective of supporting sustainable development and improvement of the environment in Romania, through the contribution of NGOs and public participation
    Estimated Release Date: April 29, 2013
  4. Basic social services, with the objective of increasing access and provision of basic social services for vulnerable groups
    Estimated Release Date: April 29, 2013
  5. Capacity building of NGOs, networks and coalitions, with the objective of contributing to the general development of the NGO sector in Romania and the development of networks, coalitions, and think tanks effectively
    Estimated Release Date: May 14, 2013

It was also released in April 22nd, 2013 Fund for bilateral relations: Measurement a). Developing a partnership that aims to identify partners to implement projects in partnership with donor entities before or during the preparation of grant applications, development of such partnerships and training in partnership with entities from a donor state application.

Today, March 5th 2013, the Managing Authority for the Sectoral Operational Programme Human Resources Development has published for public debate the Specific Conditions Guidelines for Key Areas of Intervention 2.1 and 2.3.

These calls will be launched during the year 2013, with an implementation period between 6 and 20 months and the new guidelines can be found here:

Grant projects that will be launched within KAI 2.1 have a value between 50.000 – 499.999 Euro and a duration between 6 and 20 months.

SOPIEC Op1.3.2 – Consulting Support to SMEs – Call extended until December 21st

The Intermediate Body for SMEs announced today the extension of the second call for proposals for SOPIEC, operation 1.3.2 – Support for advice/consultancy services for SMEs till December 21st  at 14:00 o’clock http://oiimm.mimmcma.ro/ .

Given that this is the last call for consultancy projects within SOPIEC but also one of the last among all lines of funding in the 2007-2013 period, all micro-enterprises and SMEs who need consulting services for business development  have to take advantage of this opportunity.

To fit into this category of eligible beneficiaries, you must have between 1 and 249 employees and a turnover below 50 million Euro / total assets not exceeding 43 million Euro.

The maximum amount of financing you can get is 170.000 lei (approx. 38.000 Euro), representing 70% of eligible costs, and up to 20% of revenues for 2011.

Some of the services that can be financed:

  • Strategies for innovative solutions and creation of new products and / or services and technologies
  • Development of business plans, feasibility studies and/ or feasibility studies to implement eco-efficient and competitive technologies and to create competitive products
  • Preparation of studies and management strategies, marketing and/ or financial analysis for implementing a particular project;
  • Strategies for promotion activities for a project;
  • Strategies and development plans related to human resources in order to stimulate business expansion or implementation of a particular project;
  • Development of studies on intellectual property protection;
  • Comparative studies for the use of tools and solutions or for a specified area;
  • Development of evaluation and diagnostic studies for transfer business.

Today, November 15th 2012, The Management Authority for Human Resources Development has published for public debate the Specific Conditions Guidelines for Key Areas of Intervention 5.1, 5.2 and 6.3 – for North-East Region.
These calls, although not included in the estimated calendar for 2012, will be launched before the end of the year. The projects are grant projects, with a value between 50.000 – 499.999 Euros, equivalent in Lei. You can access the guides here:
