The Ministry of Public Finance announce the extension of the first call for project proposals through GO 332/2014

The Ministry of Public Finance announce the extension of the first call for project proposals for companies that create at least 10 jobs (working places) through GO 332/2014 until 28.11.2014.We remind you of the most important details of this financing opportunity:

Eligible applicants are companies (large and SMEs) from all economic sectors, except companies activating in areas such as:  aquaculture, primary production, processing and marketing of agricultural products, steel, shipbuilding, production of synthetic fibers, transportation and energetic sectors and all sectors listed in Annex 1 to GD 332 /2014.

The investment must meet the following conditions:

  • it must be considered an initial investment: setting up of a new unit, expanding an existing unit, unit production diversification or fundamental change to the production process
  • leads to the creation of at least 10 new work places, out of which at least 3 for disadvantaged workers, for each investment location

Eligible expenses: total salary costs with the new work places created as a result of an investment project, for a period of 2 consecutive years.

The grant awarded is differentiated according to the implementation region:

  • up to 15 % in  Bucharest Region;
  • up to 35 % in  West and Ilfov Regions
  • up to 50 % in North-West, Center, North-East, South-East, South-Muntenia, South-West Oltenia Regions

The validity of the state aid scheme is July 1st 2014 – December 31st 2020 and its indicative budget is approximately 600 million euro for the entire period.

SOPHRD and SOPIEC Call for proposals financed through the 2007-2013 allocation

The Ministry of EU Funds has announced the latest calls for project proposals within SOPHRD and SOPIEC, financed through the 2007-2013 financial allocation.

A. SOPHRD

The opening of a new call for project proposals will take place on October 1st, and it refers to Key Area 6.1, “Developing Social Economy”, financed though SOP HRD 2007-2013. The deadline for submitting the projects is October 15th and the allocation for this call is of approx. 100 million Euros.

We remind you the main characteristics of this financing line:

  • Eligible applicants: NGOs, accredited public and private social services/employment services providers, local public administration authorities etc.
  • Target group: Roma people; persons with disabilities; youngsters over 18 years old leaving the child protection system; families with more than 2 children and / or single-parent families; children at risk etc
  • Project value: between 50,000 and 500,000 Euro for a project that is implemented in one area of development, and max. EUR 2,500,000 euro for a project that is implemented in at least two areas of development.
  • Funding Percentage: up to 98% of eligible project costs
  • Implementation period: 6-12 months

B. SOPIEC

The Guideline for “Financial support for investments in enterprises” has been published for public debate, financed under Priority Axis 1, Operation: “Support for modernizing and strengthening the productive sector through tangible and intangible investments” for companies. Both SME`s and large companies can apply under this financing scheme. The maximum value of the non-reimbursable financing is up to 4, 5 mil. EUR/project for large companies and 1, 5 mil EUR/project for SME`s.

The maximum financing percentage a company can receive, out of the total eligible costs of the project is:

  • For Large companies: 15% for projects implemented in Bucharest, 35% in Regions Ilfov and West and 50% in Regions: North-East, North-West, South, South-West and Centre.
  • For Medium Companies: 25% for projects implemented in Bucharest, 45% in Regions Ilfov and West and 60% in Regions: North-East, North-West, South, South-West and Centre.
  • For Small companies: 35% for projects implemented in Bucharest, 55% in Regions Ilfov and West and 70% in Regions: North-East, North-West, South, South-West and Centre.

  2.  Approval of the state aid scheme for incentivizing investments with a major economical impact

1. The Ministry of Public Finance announces the opening of the first call for project proposals financed through G.O 332/2014. The submission period is between Sept. 22nd and October 17th and the budget available is of 200 million Lei.

We hereby remind you the main characteristics of this financing:

  • The eligible beneficiaries are companies (large or SME`s) from all areas of activity, except areas such as: fishing, primary production, processing and selling of agricultural products, transport, energy etc and all sectors listed in Annex 1 to the GO 332/2014
  • The investment needs to be considered an initial investment, meaning that it aims to create a new unit, to extend the capacity of an existing unit, to diversify the production of an existing unit or to completely change the production process.
  • The investment must lead to the creation of at least 10 new jobs, among which 3 destined for disadvantaged workers, for each of the investment location

2. The Government has approved the state aid scheme for companies available until 2020, with a budget of 2.7 billion Lei (600 million Euros), for financing costs with tangible and non tangible assets, related to initial investments, the payment of the state aid being done in the period 2015-2023.

Companies must realize an initial investment of at least 44 million Lei (10 million Euros). The investment needs to cover both in tangible and non tangible assets, located within the same perimeter, and it must be related to: setting up a new unit, the expansion of an existing unit, the diversifying of the production through products that have not been produced before or to fundamentally changing the general production process of an existing unit.

Amenmends have been proposed for GD 332/ 2014

A series of amendments to GD 332/2014 regarding the establishment of a new State Aid Scheme supporting investments that promote regional development by creating new jobs, have been published for public consultation.

Following public debates with business environment representatives, some changes have been proposed:

  • the minimum number of working places requested to be created as result of the investment has decreased to minimum 10 new working places, compared to a minimum of 20 in the previous version of the document
  • an update to the list of non – eligible CAEN codes has been published

Launch of social economy financing line – SOPHRD 6.1

AMPOSDRU announced the launch of the funding line that promotes the development of social economy – KAI 6.1, from 28.07.2014 until 11.08.2014.

We remind you the main characteristics of this financing line:

Eligible applicants: NGOs, cooperatives, providers of social services and accredited public and private employment services providers, organizations involved in social economy, local public administration authorities (administrative-territorial units), MMFPSPV and coordinated / subordinated structures and agencies.

Target group: Roma people; persons with disabilities; youngsters over 18 years old leaving the child protection system; families with more than 2 children and / or single-parent families; children at risk; people who left school early; victims of domestic violence; women (at risk); people living out of minimum guaranteed income; people living in isolated communities; victims of trafficking; people affected by occupational diseases, specialists and managers involved in social in social economy.

Minimum indicators for project eligibility: minimum 1 social enterprise founded and minimum 8 jobs created in the social economy enterprises.

Project value: minimum 50,000 euro and maximum 500,000 euro for a project that is implemented in one area of development, and maximum EUR 2,500,000 euro for a project that is implemented in at least two areas of development.
Funding Percentage:
up to 98% of eligible project costs
Implementation period
: 6-12 months

SOPHRD – two new financing lines announced for June

On May 23rd 2014, the MASOPHRD announced the launch of two calls for strategic type projects, as follows:

  • KAI 2.1 „Subsidized work places” for the development of work skills of 2014 young graduates of secondary and tertiary educational institutions by organizing internships, providing guidance and carrier counseling services for them and subsidizing work places to increase employment rate among young people.

Beneficiary: Department for SME, Business Environment and Tourism
Target group:
young graduates (at their first job after graduation)

  • KAI 3.2 Competencies for Competitiveness in the medical field” for training for medical staff at both managerial and executive level (doctors and nurses) and ensuring quality and efficiency of the public health system management etc.

Beneficiary: Ministry of Health
Target group:
doctors and nurses in public units with beds

Both calls will be open on 6th of June, 2014 and the deadline for project submission is 11th of June, 2014, at 16:00.

Project value: 500.000-5.000.000 euro
Funding percentage
: up to 85% of eligible project costs
Implementation period:
6-12 months

Applicant’s guide on SOPHRD KAI 1.1 published for consultation

On May 19th, 2014, a new guide on SOPHRD, “Support for vulnerable groups through access to initial education” was published for public consultation.

The call is addressed to local projects implemented through partnerships in 25 counties: Bacau, Bistrita Nasaud, Botosani, Buzau, Caras Severin, Calarasi, Covasna, Dambovita, Dolj, Galati, Giurgiu, Ialomita, Iasi, Ilfov, Mehedinti, Neamt, Olt, Satu Mare, Salaj, Suceava, Virginia, Tulcea, Vaslui, Valcea, Vrancea.

Projects will support activities aimed at improving the access to quality services provided in school, and also guidance and counseling, grants offered – conditioned by school attendance and other services.

Eligible Applicants: County school boards and other affiliated/ subordinated/ coordinated institutions; Accredited educational institutions (pre-primary – secondary) public and private; NGOs

Eligible partners: Local public authorities coordinating the supported schools; NGOs; Providers of guidance, counseling, mediation and alternative services, public and private

Target group: Pupils; parents/ guardians of the pupils belonging to Roma communities and other disadvantaged groups in the counties mentioned above

Project value: 50.000-500.000 euro
Funding percentage
: up to 98% of eligible project costs
Implementation period: 12-16 months

Eligible applicants: companies from all economic sectors, except companies activating in the field of aquaculture, primary production, processing and marketing of agricultural products, steel sector, shipbuilding, production of synthetic fibers, transportation and energy.

Eligible expenses: total salary costs with the new work places created as a result of an investment project over a period of 2 consecutive years.

SOPHRD – final evaluation results and new calls announced

March 27th, 2014

The day of March 25th came with good news for SOPHRD program beneficiaries. The long expected list of approved strategic projects for KAI 2.3 (qualification training courses) was published and we gladly inform you that all projects developed by VAPRO under this KAI were approved with a very good score. On this occasion we congratulate the applicants and their partners and wish them success in implementation!

Please find below a brief analysis of this financing call, with the rate of approved projects versus submitted projects of around 22%:

  • 342 projects were submitted for an allocated budget of 228 million Euro
  • 197 projects were rejected in phase A (administrative) according to the list published on 22.11.2013
  • 75 projects were approved out of approximately 170 projects that have entered phase B (technical verification), totaling about 93 million Euro and covering 40% of the allocated budget

Also on March 26th new lists with approved projects were published for KAI 1.1, 1.2, 2.2, 6.2 and 6.3 – strategic and grant type projects. More information can be found here: http://www.fseromania.ro/index.php

European Funds Minister stated for EurActiv.ro / HotNews.ro that in April all contracts for projects submitted last year and funded under SOPHRD and SOPIEC will be signed and from May new calls will be open under these programs.
