NRDP – New funds for agriculture: Investment in Agricultural Holdings

Funding Agency for Rural Investments (AFIR) lounched the call for proposals submeasure 4.1 Investment in Agricultural Holdings on 25 March 2015 with continuous submission by October 30, 2015.
The value of grant awarded can be up to 2.000.000 euro per project with a financing rate of maximum 90%.

Eligible costs

  • Construction/ modernization / expansion of vegetable farms and / or livestock farms, including ways of access to farms, on-farm irrigations and farm’s connection to utilities;
  • Modernization of agricultural machinery by acquisition of equipment performance: tractors, combine, seeders, headers, etc.
  • Upgrade and modernize sales and marketing spaces, as well as other marketing expenses, within an integrated food chain
  • Purchasing of compact frigorific transportation means, including trailers and semitrailers specialized for agricultural products marketing within an integrated food chain: tanks, isotherm, transport animals/birds/bees.
  • Plantations for table grapes and other perennial crops (provided the planting material is certified)
  • Purchasing of feed production facilities, drying equipment (cereals, herbs, etc.), equipment in animal farms (sewage discharge, feeding systems etc.), rehabilitation of networks and branching farms etc.
  • Investments in manure storage platforms and collecting purine pools

Eligible applicants:

  • Farmers, excluding unauthorized individuals
  • Cooperative (agricultural cooperatives and agricultural cooperatives), producer groups, created under the national legislation in force that deserves members interests;
  • Research institutes – development and centers, research stations and agricultural research units in the field with legal, public or private

Financing of internship stages for students – 2015

The Ministry of European Funds – AM HRD launches in May 2015 the request for proposals KAI 2.1 – CPP 189 “Internships for students”.
The main objective of this KAI is developing work skills for students and facilitate transition from school to active life.

Eligible applicants:

  • Higher educational institutions of the national education system
  • Employers (public or private)
  • Professional associations
  • Chambers of Commerce and Industry
  • Trade unions and employers’ organizations
  • NGOs
  • Ministry of Education and Scientific Research and structures / agencies / relevant bodies, subordinated / coordinated by it
  • Public and private vocational guidance and counseling service providers
  • Government General Secretariat

Target group: at least 150 students enrolled in the national education system (bachelor and master)
Project value: 50,000 – 500,000 euro
Project duration: 4-6 months
Financing rate: up to 98% of the eligible value of the project

New guidelines released for consultation Rural Development Programme 2014-2020

The Agency for Financing Rural Investments (AFIR) has published the consultative versions of the Guidelines for Sub-measure 4.1 “Investments in agricultural holdings” and Sub-measure 6.1 “Business start up aid for young farmers”.

The sub-measure 4.1 “Investment in agricultural holdings” provides financial support to projects aiming: to improve the general performances of the farms, to facilitate restructuring and modernization of small or medium size farms, to increase market and commercial orientation, to reach community standards, to increase the added value of the agricultural products by processing them at the farm level, to encourage the direct commercialization, setting up and promoting an integrated food chain.

Eligible beneficiaries are: authorised individuals, individual company and family businesses, general partnership company (SNC), limited partnership company (SCS), joint stock company (SA), limited liability company (SRL), company with private capital, research and development institute, agricultural company, agricultural cooperative society, agricultural cooperative, producer group ,etc.

Eligible costs:

  • Construction, extension, modernisation and endowment of the productive buildings inside the farm ;
  • Refurbishing and endowment of the spaces for commercialisation and delivery and marketing costs within an integrated food chain ;
  • Puchasing of new machines, equipment, tools etc ;
  • Purchasing (leasing is allowed) of compact transport means
  • The establishment of plantations for table grapes and other perennial plantations;
  • Expenditures generated by meeting standards and compliance with new standards imposed by EU legislation ;
  • Purchasing / development of software, purchasing of licences, patents, copyrights.

Maximum value of the non-reimbursable financing is different depending on farm size and project type, and it can be for certain projects up to maxim 2 mil EUR /project.

The maximum financing percentage can be between 30-50% from the eligible costs, depending on the project type and the farm size. The intensity of non reimbursable financial support can increase up to maximum 90% according to certain criteria.

SOP HRD (2007-2013) – 4 new calls for strategic projects

Ministry of European Funds – MASOPHRD launches four call for proposals within the Sectoral Operational Programme Human Resources Development (HRD) 2007-2013:

  • call 181 “Preventing and correcting early school abandon” within  KAI 2.2 call dedicated to preschool pupils, pupils at risk of abandoning school, parents and tutors of these pupils etc;
  • call 182 “Continuous Vocational Training for employees” within KAI 2.3 call dedicated to enterprises/institutions active in the economic sectors included in the industrial policy directions, such as: tourism, wood and furniture, creative industries,  IT&C and telecommunications, health and pharma, energy, automotive industry, food processing, textile and leather;
  • call 183 “Active measures for occupation in former industrialized areas” within KAI 5.1; call dedicated to inactive people, people looking for a job, unemployed people or those who have abandoned school early;
  • call 184 “Active measures for occupation in former industrialized rural areas” within KAI 5.2; call dedicated to people who are registered as citizens or residents in a rural area, belonging to the following categories: inactive people, people looking for a job, unemployed people, people working in subsistence agriculture;

The projects are strategic with a maximum eligible budget up to 2 million euros and maximum 10 months implementation period.

The deadline for project submission is within 30 days since the publication of the Guidelines in the Official Monitor. AMPOSDRU will inform the date of the publication in the Monitor and the closing date of the online system.

A new state aid scheme for investments launched in November 2014

Ministry of Finance announced that starting with 14.11.2014 projects based on GD nr. 807/2014 can be submitted. The approved budget for 2014 is 58.66 million lei and 600 million lei for the entire period of 2014-2020.

The main components of the scheme:

Eligible applicants:
Newly established or active SMEs and large enterprises in all economic sectors except in the fields of fisheries, aquaculture, primary production, processing and marketing of agricultural products, steel sector, the coal, shipbuilding, synthetic fibers, transport and related infrastructure, energy and related infrastructure, and those in Annex 1 of GD 807/2014.

Eligible expenses:
Costs of carrying or purchase of tangible assets (buildings, technical installations, new machinery and equipment) and intangible assets (patents, licenses, know-how or other intellectual property rights) and expenses with the rental of buildings related to the initial investment.

Eligibility conditions of the investment:

  • must be an initial investment, or an initial investment in favor of a new economic activity for large enterprises that make investments in the Bucharest region;
  • must have a minimum total value of 44 million lei (without VAT), equivalent to aprox 10 million euro

Financing values and funding percentages:

  • up to 15% of eligible costs, up to 11.25 million euros for (2014-2017) and up to 7.5 million (2018-2020), in the Bucharest region;
  • up to 35% of eligible costs, up to 26.25 million euros, for the West and Ilfov region;
  • up to 50% of eligible costs, up to 37.5 million in North-West, Central, North East, South East, South-Muntenia, South-West Oltenia

First calls from the new allocation of funds for Romania – Competitivity Program

Ministry of Education launched for public consultation until November 24, 2014 the Guidelines for Applicants for the following actions under Axis 1 of the Competitiveness Operational Programme 2014-2020, the first calls of the new allocation of European funds for Romania.

Action 1.1.1 – Major infrastructures of Research and Development

  • Investments in R&D departments of enterprises
  • Clusters of innovation

Beneficiaries:

  • Research organizations, public or private (R&D or higher education institutions)
  • Enterprises with R&D activities mentioned in the statutory documents
  • Entities that manage innovative cluster structures

Value of the project:

  • Up to 20.000.000 euro, financing up to 70%, depending on the type of the applicant

Action 1.2.1 – Stimulating the demand for innovative enterprises through Research Development and Innovation projects

  • Innovative start-ups
  • RDI projects for spin-offs and innovative startups

Beneficiaries:

  • Enterprises – large medium and small, for which R&D activity is not the main object of activity
  • Partnerships between enterprises and institutions of R&D or/ and higher education  (eg innovative clusters)
  • Innovative spin offs
  • Innovative start-ups

Value of the project:

  • Up to 800.000 euro, financing up to 100%, depending on the type of beneficiary

Action 1.1.4 – Attracting staff with advanced skills from abroad

Beneficiaries:

  • Research organizations, public and/ or private
  • Enterprises – large, medium or small, with RD activity mentioned in the statutory documents

Value of the project:

  • Up to 2 million euro financing up to 100%, depending on the type of beneficiary

Operation 111 POSCCE launched- deadline for submission November 22, 2014!

The final version of the Guideline for “Financial support for investments in enterprises” has been published. The Programme is financed under Priority Axis 1, Operation: “Support for modernizing and strengthening the productive sector through tangible and intangible investments” for companies.

Beneficiaries:

  • large companies
  • SMEs

What is being financed:

  • equipment and machines
  • non-tangible assets related to the investment
  • consultancy services – only for SME`s

Maximum value of the non-reimbursable financing:

  • up to 4 mil EUR/project for large companies
  • up to 1,5 mil EUR/project for SMEs

The maximum financing percentage a company can receive, out of the total eligible costs of the project is:

  • large companies: 15% for projects implemented in Bucharest, 35% in Regions Ilfov and West and 50% in Regions: North-East, North-West, South, South-West and Center
  • medium size companies: 25% for projects implemented in Bucharest, 45% in Regions Ilfov and West and 60% in Regions: North-East, North-West, South, South-West and Centre
  • small size companies: 35% for projects implemented in Bucharest, 55% in Regions Ilfov and West and 70% in Regions: North-East, North-West, South, South-West and Center

Deadline for project submission: 22 November 2014.

SOPHRD – 3 new financing opportunities for November 2014

  •  CPP 176 “Romania Start-up” under the Key Area of Intervention (KAI) 3.1 “Promoting the entrepreneurial culture” associated with de minimis aid scheme “Support for Entrepreneurs”

Eligible applicants: 1. Enterprises; 2. Continuous Vocational Training (CVT) Service providers; 3. Trade union and employers’ union organizations; 4. Members of Sectoral Committees and legal Sectoral Committees; 5. Local public administration authorities; 6. Professional associations; 7. ICC; 8. NGOs; 9. Ministry of Economy / agencies / organizations that are subordinated / coordinated
Target group
: persons over 18 years old who want to start an independent activity
Project value
: 500,000 – 2,000,000 euro, financing up to 98% of eligible expenditure

: 6-10 months

  •  CPP 175 “Simulation of companies for students”, financed from KAI 2.1 “Transition from school to active life” (national and multi-regional projects)

Eligible applicants and partners for multi-regional projects: 1. Secondary education institutions; 2. Employers; 3. Professional Associations; 4. ICC; 5. Trade union and employers ‘union organizations; 6. NGOs; 7. Structures / agencies / relevant bodies subordinated to MEN; 8. Institutions and organizations members of consortia and local and regional partnerships in the areas of employment, education and training; 9. Public and private providers of professional guidance and counseling

for the national project: MEN, in partnership with organizations from the categories above;
Target group
: students in the national system of secondary education (high school and professional schools)

  •  CPP 174 “Career development Education”, funded from KAI 1.3 “Human resources development in education and training”

Eligible Applicants: Ministry of Education (MEN), in partnership with: Agencies, subordinated and coordinated by MEN and other public bodies active in the training of teachers and trainers, quality assurance and accreditation; Education institutions (ISCED 0-6)
Target group
: teachers and teaching staff (ISCED 0-6) and auxiliary teaching staff (ISCED 0-6)
Project Value
: 5,000,001 euros – 50.000.000 euro funding to 79% of eligible expenditure
Allocation for
CPP 174: 50.000.000 euro
Project duration
: 6 – 12 months
