Financing launched for investments – NEW!

Two project calls have been launched for companies which want to invest in equipment / constructions / modernization, respectively:

State aid scheme – HG 807/2014 – managed by the Ministry of Public Finance:

  • Who can apply: SMEs, large or new founded companies;
  • Projects submission period: 11.07.2016 – 22.08.2016;
  • Minimum value of the investment: around 10 million euro;
  • Percent of non-reimbursable financing (different by region): up to 50% of the eligible expenditures;

Call – POR 2.1.A – Microenterprises – managed by the Regional Operational Program Managing Authority:

  • Who can apply: Microenterprises (up to 9 employees and a turnover up to 2 million euro);
  • Projects submission period: 27.07.2016 – 27.01.2017;
  • Minimum eligible value of the project: 25.000 euro;
  • Grant: maximum 200.000 euro;
  • Percent of non-reimbursable financing: up to 90% of the eligible expenditures;

Moreover, through Order no. 755 from 25th of May 2016, the Regional Operational Program Applicants Guideline – General Conditions has been updated as a consequence of the new European and national regulations. The document can be accessed here!

A inceput depunerea primelor proiecte POCU!

Ministerul Fondurilor Europene a deschis astazi sistemul informatic MySMIS pentru depunerea primelor proiecte, in cadrul urmatoarelor apeluri:

  • Axa 4, Obiectivul specific 4.1: Reducerea numarului de persoane aflate in risc de saracie si excluziune sociala din comunitatile marginalizate in care exista populatie apartinand minoritatii roma, prin implementarea de masuri integrate;
  • Axa 4, Obiectivul specific 4.2: Reducerea numarului de persoane aflate in risc de saracie si excluziune sociala din comunitatile marginalizate (non roma), prin implementarea de masuri integrate;

Suma totala lansata este de circa 350 milioane de euro iar beneficiarii eligibili sunt autoritatile publice locale si ONG-urile cu responsabilitati in domeniu, in parteneriat cu actori cu expertiza relevanta (ex: angajatori, furnizori de formare/consiliere).

Bugetul maxim al unui proiect ajunge pana la 6 milioane de euro si trebuie utilizat intr-o perioada de maximum 3 ani.

De asemenea, in urma consultarilor cu Beneficiarii, au fost publicate si corrigendum-uri la Ghidul Solicitantului – Conditii Generale cat si la Ghidurile Specifice. Modificarile aduse pot fi consultate aici.

Cererile de finantare se pot depune incepand de astazi, pana pe 1 August 2016. Ghidurile Solicitantului pentru cele doua apeluri au fost publicate in data de 20 Aprilie.

Grants for new work places – launch in Mai 2016

The Ministry of Public Finance announced the launch of a new session of project proposals for creation of new work places (state aid scheme GD 332/2014) from 30.05.2016 to 10.06.2016.

We remind you of the most important details of this financing opportunity:

Eligible applicants are companies (large and SMEs), including start-ups, from all economic sectors, except companies activating in areas such as: aquaculture, primary production, processing and marketing of agricultural products, steel, shipbuilding, production of synthetic fibers, transportation and energetic sectors and all sectors listed in Annex 1 to GD 332/2014.

The investment must meet the following conditions:

  • it must be considered an initial investment: setting up of a new unit, expanding an existing unit, unit production diversification or fundamental change to the production process;
  • leads to the creation of at least 10 new work places, out of which at least 3 for disadvantaged workers, for each investment location.

Eligible expenses: total salary costs related to the new work places created as a result of an initial investment, up to the average national income, calculated for 2 consecutive years.

The grant awarded is differentiated according to the implementation region:

  • up to 15 % in the Bucharest Region;
  • up to 35 % in the West and Ilfov Regions;
  • up to 50 % in North West, Center, North East, South East, South Muntenia, South West Oltenia Regions;

 The allocated budget for this session is 250 million lei.

16 Mai – Primele lansari in cadrul POCU 2014-2020!

Ministerul Fondurilor Europene, prin Directia Generala Programe Capital Uman, a lansat astazi 20.04.2016 primele doua apeluri de propuneri de proiecte:

  • Axa 4, Obiectivul specific 4.1. Reducerea numarului de persoane aflate in risc de saracie si excluziune sociala din comunitatile marginalizate in care exista populatie apartinand minoritatii rome, prin implementarea de masuri integrate – buget alocat: 219.002.325 euro;
  • Axa 4, Obiectivul specific 4.2. Reducerea numarului de persoane aflate in risc de saracie si excluziune sociala din comunitatile marginalizate (non roma), prin implementarea de masuri integrate –  buget alocat: 131.270.125 euro;

Prin urmare autoritatile publice locale si ONG-urile cu responsabilitati in domeniu, in parteneriat cu actori cu expertiza relevanta vor putea depune proiecte in cadrul apelurilor in perioada 16 mai – 1 august 2016.

De asemenea, a fost publicata si forma finala a Ghidului Solicitantului – Conditii Generale, denumit: Orientari privind accesarea finantarilor in cadrul Programului Operational Capital Uman 2014-2020.

HCOP – Updated calendar of calls for projects!

The Ministry of European Funds updated the calendar of calls for projects for Human Capital Operational Programme.

The launching of projects for young unemployed NEETs is still foreseen for March while the launching of projects for unemployed adults has been moved from October-November to June.

Along with other updates, the calendar presents also a detailed list of the medical screening services to be financed and also the age categories for the target group foreseen by each type or project.

Workshop: How we finance our HR projects in 2016?

Are you planning to invest in internal HR projects during the following year? Do you want to recruit new employees, to develop an internship program, or to train your actual employees?

If these subjects are of interest to you, then you will definitely be interested in the event organized by VAPRO, together with the Romanian-French Chamber of Commerce (CCIFER) that will take place on April 5th 2016, (between 9:00-11:00 at the CCIFER premises – Ethos House, Calea Floreasca, 240B, 3rd floor).

Financing for fruit farming and training for farmers – NRDP

New guidelines have been published for public consultation for the National Program for Rural Development 2014-2020. These measures target 4.1.a Investments in fruit-growing holdings, 4.2.a Investments in processing / marketing of products in the fruit-growing sector (you can find the documents here) and  1.1 Support for training and and skills acquiring actions (see the documents here).

Please find below more details on these financing lines for the private sector:

  • Sub measure 4.1.a Support for investments in fruit-growing holdings

Type of investments to be financed: modernization of fruit-growing farms, re conversion of fruit plantations, modernization of fruit nurseries, storage systems, conditioning and packaging and on-farm processing units, etc.

Grant awarded: up to 1.050.000 euro.
Financing rate: up to 90% of eligible expenses.

  • Sub measure 4.2.a Support for investments in processing/marketing of products in the fruit-growing sector

Type of investments to be financed: setting-up, extension and / or modernization of processing units for the raw material from the fruit-growing sector, mobile processing units / local networks for collection, reception, storage, conditioning, selection and packaging; purchasing of new machinery, installations, equipment and specialized transportation for the collection of raw material.

Grant awarded: up to 1.500.000 euro.
Financing rate: up to 50% of eligible expenses.

  • Sub measure 1.1 Support for training and skills acquisition actions

Type of eligible costs: salary expenses for expert trainers, accommodation, meals and transportation costs for the participants, teaching materials and consumables, renting of the necessary equipment and space to carry out the training actions.

Grant awarded: up to 195.000 euro.
Financing rate: 100% of eligible expenses.

Consultative Guides for new NRDP launches

The Funding Agency for Rural Investments (AFIR) has published new consultative guides for the first calls for project proposals that will be launched starting with March 2016. Guides for the following sub-measures were published: 4.1 “Investments in agricultural holdings”, 4.2 “Support for investments in processing / marketing and / or development of agricultural products”, 4.3 „Support for investments related to development, modernization or adaptation of agriculture and forestry infrastructure” – road access infrastructure component, 4.3 „Support for investments related to development, modernization or adaptation of agriculture and forestry infrastructure” –irrigation  component, 6.1 Support for setting-up young farmers, 6.3 “Business start-up aid for the development of small farms”, 7.2 “Investments in creation and modernization of small-scale infrastructure”, 7.6 “Investments associated with the protection of cultural heritage”. We present more details for two of the most attractive financing lines for the private sector, such as:

  • Sub measure 4.1 Investments in agricultural holdings

Type of investments to be financed: Construction, extension, modernization and endowment of constructions from livestock or vegetal farms etc.

Grant awarded: up to 2.000.000 euro.
Financing rate: up to 90% of eligible expenses.

  • Sub measure 4.2 Support for investments in processing / marketing and / or development of agricultural products

Type of investments to be financed: Setting-up, extension and / or modernization and endowment of processing units, including investments in products’ marketing (e.g. labelling, packaging), local networks of collection, reception, storage, conditioning, selection and packaging capacity etc.

Grant awarded: up to 2.500.000 euro.
Financing rate: up to 50% of eligible expenses.

Comparing with the previous sessions, starting with 2016, a beneficiary can submit more than one project within the same sub-measure, in the same session or in different sessions, if the total value of the requested grant meets several conditions from the Applicant’s Guide regarding the types of investments made.

Lansari in cadrul POCU, POC si POR incepand cu luna Martie!

Ministerul Fondurilor Europene a prezentat in conferinta de presa sustinuta ieri, 4 Februarie 2016, calendarul actualizat al lansarilor apelurilor de proiecte pentru POCU, POC si POR pentru anul 2016.

Iata cand vor fi lansate cateva dintre cele mai importante apeluri de proiecte:

Apeluri in cadrul Programului Operational Capitalul Uman (POCU):

Axele 1 si 2:

  • Masuri de ocupare si formare pentru tinerii NEETs – Martie;
  • Masuri in domeniul antreprenoriatului adresate tinerilor – Martie;

Axa 3:

  • OS 3.1 – 3.6 Masuri de ocupare si formare pentru someri, persoanele din mediul rural si persoanele de etnie roma – Octombrie;
  • OS 3.7 – Sustinerea antreprenoriatului, inclusiv in domenii creative – Martie;
  • OS 3.8 si 3.9 – Managementul resurselor umane si outplacementul – Decembrie;
  • OS 3.12 – Formare pentru angajati – Septembrie;

Axa 4:

  • OS 4.1 si 4.2 – Reducerea numarului de persoane aflate in risc de saracie si excluziune sociala (roma si non-roma) – Martie si Mai;
  • OS 4.8 si 4.9 – Formare pentru personalul din domeniul medical si activitati de screening – incepand cu luna Martie;

Axa 6:

  • OS 6.1 – Programe de tip “A doua sansa” – Martie;
  • OS 6.2 – 6.6 – Reducerea fenomenului de parasire timpurie a scolii – Martie;
  • OS 6.11 si 6.12 – Sustinerea participarii la formare profesionala initiala si continua – Iulie;
  • OS 6.7 – 6.10 – Sustinerea participarii la invatamantul tertiar universitar si non-universitar (burse de studii etc.) – Iulie;

In cadrul Programului Operational Competitivitate (POC):

  • Actiunea 113 – Secțiunea H -Crearea de sinergii cu acțiunile de CDI ale programului-cadru ORIZONT 2020 al Uniunii Europene şi alte programe CDI internaționale – lansare in primul trimestru din 2016
  • Actiunile: 111 Secțiunea A – Investiții pentru departamentele de CD ale intreprinderilor, Sectiunea B – Clustere innovative, Sectiunea C – Proiecte de investiții pentru instituții publice de CD/Universitati si OS 1.3. Proiect tehnologic – vor fi lansate ulterior, in cursul anului

In cazul Programului Operational Regional (POR) se doreste ca aproape intreaga alocare disponibila (circa 95%) sa fie lansata spre contractare in anul 2016 prin intermediul a 33 de apeluri de proiecte.
