New calls for proposals within SOPHRD in 2012, grant projects for KAI 5.1, 5.2, 6.3

Today, November 15th 2012, The Management Authority for Human Resources Development has published for public debate the Specific Conditions Guidelines for Key Areas of Intervention 5.1, 5.2 and 6.3 – for North-East Region.
These calls, although not included in the estimated calendar for 2012, will be launched before the end of the year. The projects are grant projects, with a value between 50.000 – 499.999 Euros, equivalent in Lei. You can access the guides here:

Astazi, 15 Noiembrie 2012, Autoritatea de Management pentru Programul Operational Sectorial Dezvoltarea Resurselor Umane a publicat spre consultare Ghidurile conditii specifice, aferente DMI 5.1, 5.2 si 6.3 – pentru regiunea Nord Est.
Aceste apeluri, desi neprevazute in calendarul estimativ al POSDRU pentru anul Cheap Clown Bouncing Castles Slides in curs, urmeaza a fi lansate pana la finalul acestui an. Proiectele sunt de tip grant, cu o valoare cuprinsa intre 50.000-499.999 Euro, echivalentul in lei. Noile ghiduri poti fi consultate aici:

SOPHRD – NEW Applicants guide – General Conditions 2012, final version has been published

On 16.10.2012, the Managing Authority for the Sectoral Operational Programme for Human Resources Development has published the final version of the Applicants Guide – General Conditions.

This guide contains a series of changes and additions compared to the previous version. Some of the most important elements for you, as potential beneficiaries, are listed below:

  • The authority has set new maximum remuneration levels for internal and external staff of the management team, the implementation team and administrative and auxiliary staff
  • The daily limit that can be reimbursed per expert, cumulated in one or more projects funded by SOPHRD, is 12 hours/day
  • A short-term expert cannot be reinstated in the project, at the end of the initial period, as a short-term expert position with the same responsibilities. A person who has been hired as a short term expert may be rehired in the project as a long-term expert only with a prior notification
  • The minimum score for each criterion of the evaluation grid is amended and the selection scores for cost – effective criterion is increased from 20 to 30 points
  • Letters of communication regarding the results of the evaluation will be transmitted to applicants through the ActionWeb application
  • The budget for the project will be uploaded by the beneficiaries in ActionWeb, in detailed excel format, in addition to the synthetic budget form
  • Help desk type questions related to a specific request for proposals will be addressed in writing to MASOPHRD / OIPOSDRU responsible no later than 15 days before the date scheduled for opening Action Web application.
  • Appeals to rejected funding requests shall be submitted within a maximum of 3 (three) working days after the rejection notification has been received by e-mail.

POSDRU Noul Ghid al Solicitantului – Conditii generale 2012 publicat in varianta finala

In data de 16.10.2012, Autoritatea de Management pentru Programul Operational Sectorial Dezvoltarea Resurselor Umane a publicat varianta finala a Ghidului Solicitantului – Conditii generale. Noul Ghid poate fi accesat aici http://www.fseromania.ro/images/doc/ghid161012.pdf

Prezentul ghid contine o serie de modificari si completari, fata de forma anterioara. Cateva dintre elementele foarte importante pentru dvs, in calitate de potentiali beneficiari, sunt prezentate mai jos:

  • Se stabilesc nivelurile maximale ale remunerarii personalului intern si extern din cadrul echipei de management, a echipei de implementare si a personalului administrativ si auxiliar
  • Limita maxima care poate fi decontata per expert, cumulata din unul sau mai multe proiecte finantate prin POSDRU, este de 12 ore/zi
  • Un expert pe termen scurt nu poate fi reangajat in cadrul proiectului, la expirarea perioadei initiale, tot pe o pozitie de expert pe termen scurt cu aceleasi responsabilitati. O persoana care a fost angajata ca expert pe termen scurt poate fi reangajata in cadrul proiectului cu conditia notificarii ca expert pe termen lung
  • Se modifica pragul minim al punctajului pentru fiecare criteriu de selectie, crescand punctajul la criteriul cost – eficienta de la 20 puncte la 30 puncte
  • Scrisorile de comunicare privind rezultatul procesului de evaluare vor fi comunicate solicitantilor prin intermediul aplicatiei Actionweb
  • Bugetul aferent proiectului se va incarca in Action Web si in format detaliat, in excel, in plus fata de bugetul sintetic
  • Intrebarile de tip help desk referitoare la o anumita cerere de propuneri de proiecte se adreseaza in scris catre AMPOSDRU/OIPOSDRU responsabil pana cel mai tarziu cu 15 zile inainte de data preconizata pentru deschiderea aplicatiei Action Web.
  • Contestatiile la cererile de finantare respinse se depun in termen de maximum 3 (trei) zile lucratoare de la transmiterea prin e-mail a scrisorii de informare.

SOPHRD News! KAI 6.2 release and progress Report of the European Commission audit mission

MASOPHRD published the Draft Guide for Applicants – Specific conditions for grant proposals no.115, related to key area of ​​intervention KAY 6.2 “Improving access and participation of vulnerable groups in the labor market”. The Call for these grant projects is estimated for 2012 by West Regional Intermediate Body SOPHRD. You can send your proposals, suggestions and opinions about improving this document to the e-mail: ghid115@oirposdru-vest.ro or fax number: (+40 256) 499755 before  15.10.2012.

Estimative financial allocation for this call for proposals is 22,283,955.432 RON (equivalent of EUR 5,000,000).

The project lenght may be between 6 and 24 months, and its total eligible value can range between RON equivalent of EUR 50,000 and EUR 500,000. Also, the target group must consist of at least 100 people.

The eligible applicants under this call are local public administration authorities (administrative territorial unit) – General Directorate of Social Assistance and Child Protection (DGASPC), headquartered in West Region.

Also, extremely important for both potential beneficiaries and also for those who are already  implementing projects financed under SOPHRD, on Monday, October 8th, was published the progress Report on funds managed by MASOPHRD issued by the audit mission and required by the European Commission comprising a series of findings as well as measures to be taken regarding the management of such projects. Measures will have a major impact on beneficiaries, as it clarifies a number of assessment tools, reporting, verification and control.

Noutati POSDRU! Lansare DMI 6.2 si Raportul de progres al misiunii de audit a Comisiei Europene

AMPOSDRU a publicat  Schita Ghidului Solicitantului – Conditii Specifice pentru Cererea de propuneri de proiecte de tip grant nr.115, aferenta domeniului major de interventie DMI 6.2 „Imbunatatirea accesului si a participarii grupurilor vulnerabile pe piata muncii”. Apelul pentru aceste proiecte de tip grant este estimat pentru anul 2012, de catre OIRPOSDRU VEST. Puteti sa  transmiteti propunerile, sugestiile si opiniile dumneavoastra privind imbunatatirea acestui document la adresa de e-mail: ghid115@oirposdru-vest.ro sau la numarul de fax: (+40 256) 499 755 pana la 15.10.2012.

Alocarea financiara orientativa pentru aceasta cerere de propuneri de proiecte este de 22.283.955,432 lei (echivalentul in lei a 5.000.000 euro).

Proiectul poate avea o durata cuprinsa intre 6 si 24 de luni, iar valoarea totala eligibila a acestuia poate fi cuprinsa intre echivalentul in lei a 50.000 de euro si 500.000 euro. De asemenea, grupul tinta vizat trebuie sa fie format din cel putin 100 de persoane.  

Solicitanti eligibili in cadrul acestui apel sunt autoritati ale administratiei publice locale (unitati administrativ-teritoriale) – Directia Generala de Asistenta Sociala si Protectia Copilului (D.G.A.S.P.C.), cu sediul social in Regiunea Vest.
De asemenea, extrem de important atat pentru potentialii beneficiari cat si pentru cei care au deja proiecte in implementare finantate in cadrul POSDRU, luni, 08 Octombrie, a fost publicat Raportul de progres privind fondurile gestionate de catre AMPOSDRU in urma auditului cerut de Comisia Europeana, ce cuprinde o serie de constatari dar si masuri ce vor fi luate in ceea ce priveste gestionarea acestui tip de proiecte. Masurile vor avea un impact major asupra beneficiarilor, fiind clarificate o serie de instrumente de evaluare, raportare, verificare si control.

On 28.09.2012, the Managing Authority for the Sectoral Operational Programme Human Resources Development has published for consultation a new Draft of the Applicant Guide – General Conditions 2012, including detailed budget outline, for the application. We recommend you that after analyzing the document, in case you have any suggestions or comments to send them to MASOPHRD, at ghidcg2012@fseromania.ro. This guide contains a number of different elements from the previous version. Some of the items listed below:
