SOPIEC: deadline extended

Intermediate Body for SME announced the extension period for registration and submission of Small Investment projects.

Thus, the call no.4 financial support with value up to 1,065,000 lei for investment in small and medium companies extends its validity from 31 May 2012 until July 10, 2012.

All projects can be registered online and submitted until July 10, and the evaluation process of all projects will be made after the closing call for projects.

You have a new chance to receive grants to upgrade and expand your production capacity by purchasing new equipment to develop business and increase your company’s competitiveness.

MASOPHRD publishes today, March 2nd 2012 the updated calendar for launching project calls in 2012.

Therefore, the project calls scheduled for the upcoming period have been postponed:

KAY 2.1. – Transition from school to active life will be launched in May 2012

KAY 2.2. – Prevention of early school leaving will be launched in May 2012

KAY 2.3. – Access and participation in lifelong learning will be launched in April – May 2012 and

KAY 6.4. – Transnational initiatives for an inclusive labor market will be launched in June 2012.

POSCCE Operation 1.3.2 – Consultancy support for SME’s – CALL OPEN!

The Intermediate Body for SME`s has announced the call opening for Operation 1.3.2 – Support for consultancy services provided to SME`s.

Allocated budget for this call: 84,000,000 lei (approx. 19,300,000 Euro)

We present to you the main aspects of this guide:

Maximum grant value for this scheme funding is 170,000 lei (approx. 39,000 Euro) but not more than 20% of the company’s annual turnover in the last financial year (31.12. 2011)

A maximum value is set for each type of the consultancy services eligible for this project call

The project may include several types of consulting services but the total financial aid grant (for all these services) may not exceed the sum of 170,000 lei (39,000 Euro)

In this call for proposals an applicant may submit only one application for financing

Applicant`s own contribution amount represents the percentage of eligible project costs that will be supported by the applicant / beneficiary and is at least 30% of eligible expenses

The validity of the call is up to 28.09.2012.

During this call for projects will be launched successively three recording, submission, evaluation and selection sessions according with the following program:

Session I (March)

a) Registration and submission – 15.03-13.04.2012

b) Evaluation and selection – 17.04-31.05.2012

Session II (June)

a) Registration and submission – 01.06-29.06.2012

b) Evaluation and selection – 02.07-31.08.2012

Session III (September)

a) Registration and submission – 03.09-28.09.2012

b) Evaluation and selection – 01.10-30.11.2012

Applicants, whose projects were rejected in the first session, can resubmit corrected project in successive sessions.

Applicants, whose projects were funded, cannot submit other projects in future sessions of this call for projects.

Sessions II and III (June and September) will be launched ONLY if the call budget is not exhausted after evaluation of submitted projects declared financed in session I.

New MASOPHRD implementation instructions

January 27th, 2012

In January, MASOPHRD published two new implementation instructions, presented below:

  1. Instruction no. 51, for compliance with the Memorandum for the approval of verification lists for procurement procedures within the projects financed from structural instruments. According to this instruction, each beneficiary that is a contracting authority is required to  attach a summary list of the expenditures related to the public procurement procedures requested for reimbursement.
  2. Instruction no. 53, regarding the grant reduction, if the indicators or the target group of the project are not met. This instruction provides information about the calculation of the amount reduced from the grant, in case of failure in meeting all the project indicators or/and the target group assumed in the financing request.

MASOPHRD – KAY 2.3 – Applicant’s Guide published for consultation

The SOPHRD intermediate body – CNDIPT, has announced on January 20th 2012 ,the opening of the consulting period for the Applicant Guide, Specific Conditions for grant projects related to KAY 2.3 “Access and participation in CVT (Continuous Vocational Training)”.

We take this opportunity to inform you that the Minister of Public Finance issued Order no. 33/2012 which specifies the procedure for beneficiaries who require from management authorities the reimbursement of eligible expenses, representing non-deductible value added tax, incurred by the beneficiaries in the projects.
This Procedure applies only to projects submitted after January 1st 2012.
Beneficiaries will have to demand for reimbursement of eligible expenditures and will send statements on their tax liability certified by competent bodies subordinated to NAFA according with procedures published in Official Gazette no. 33 of 16 January 2012.

POS CCE Operation 1.3.2 – Applicant’s Guide published for consultation

The Intermediate Body for SME`s has announced the opening of the consulting period for the Applicant Guide, Operation 1.3.2 – Support for consultancy services provided to SME`s.

This period will end at 30.01.2012. If you have any observations or recommendations for improving this document, the intermediate body provides, up to the same date mentioned above, an e-mail address: fonduristructurale@minind.ro.

We present to you the main aspects of this guide, that are different from the previous versions:

  • Maximum grant value for this scheme funding is 170,000 lei (approx. 39,000 Euro) but not more than 20% of the company’s annual turnover in the last financial year (31.12. 2011)

  • The project may  include  several types of consulting services but the total financial aid grant (for all these services) may not exceed the sum of 170,000 lei (39,000 Euro)
  • The specific eligibleCAENcodes of the applicant requests are specified
  • In this call for proposals an applicant may submit only one application for financing
  • TheCAENcodes that the consulting firms (the provider of the service/s) must have as their  main business activity are also listed
  • Applicant`s own contribution amount represents the percentage of eligible project costs that will be supported by the applicant / beneficiary and is at least 30% of eligible expenses

Publishing of the final Applicant’s Guide for POSCCE Operation 1.1.1.A2

The Intermediate Body for SMEs published the final version for the Applicant’s Guide for Operation 1.1.1.A2 – “Financial support of up to 1.065.000 lei for investment in SMEs”, for the 2011 project call.

We would like to inform you about some of the most important changes that this final version brings, in comparison with the formerly published version:

  1. The economic and financial analysis will be based on financial data for year 2011;
  2. The implementation period will be of up to one year for projects that do not imply construction and/ or upgrade of a production hall and up to two years for projects that imply construction and /or modernization of a production hall;
  3. The project budget will include a line of “Strengthening the exchange rate” of up to 10% of the grant aid;
  4. Withdrawal of pre-financing: pre-financing will be withdrawn if the beneficiary has not submitted any requests for reimbursement within four months from receiving it (the previous term was six months).

MASOPHRD -updated calendar for launching project calls in 2011

MASOPHRD publishes the updated calendar for launching project calls in 2011.
Therefore, the three project calls scheduled for the upcoming period (2.2. – Prevention of early school leaving, 2.3. – Access and participation in lifelong learning, 6.4. – Transnational initiatives for an inclusive labour market), will be launched in December – January.
Moreover, the new calendar brings a significant change: the call for the Key Area of Intervention  2.3 will be a call for grant projects, instead of a strategic one.

POSCCE 1.1.1A2 call launch investment in SMEs

November 22nd, 2011

Today, the 22nd of November, the Intermediate Body for SMEs informes all the potential beneficiaries of European grants, according to Operation 1.1.1.A2 – “Financial support of up to 1.065 million lei for investment in SMEs”, about the approval of the final version of the Beneficiary’s Guide and the launch of the 2011 project call.

Tha call will remain open until the 31st of may 2011, at 4pm and the electronic submittal will start the 12th of January 2012. The total budget of the call is 611,6 million lei.

All the submitted projects will be evaluated and the projects declared eligible and approved for financing will be granted, in decreasing order of the scores obtained, until the exhaustion of the budget.

SOP HRD Applicant Guide General terms – published

The draft of the new Applicant Guide General terms – Grant and strategic projects has been published

 On 31.10.2011, the Managing Authority for the Sectoral Operational Programme Human Resources Development has published for public debate the new Applicant Guide – General Conditions for grant and strategic projects.

The consultative version of the guide is published for public debate until 30th of November. Improvement suggestions can be sent at the following address ghid2011@fseromania.ro before the date mentioned above.
