Regional conference “Increasing the absorption of structural funds”

VAPRO Romania has participated on Friday, July 6th, in the regional conference “Increasing the absorption of structural funds”, organized by MAEur, and also in the fair of opportunities organized within the same event, in Constanta.

The Minister of European Affairs, Mr Leonard Orban, fired a warning regarding irregularities identified in the management of operational programs in Romania, the biggest concern being for The Human Resources Development Operational Programme. This program is under evaluation by the European Commission and, due to serious irregularities identified, the risk of suspending it still remains.

Also, the absorption stage, in all operational programs in Romania, is very low, the rate hovering at around 10% of the approximately 19 billion allocated to Romania for the period 2007-2013. Conferinta regionala “Cresterea absorbtiei fondurilor structurale”

VAPRO Romania a participat vineri, 6 iulie, la conferinta regionala “Cresterea absorbtiei fondurilor structurale”, organizata de MAEur, si la targul de oportunitati organizat in cadrul aceluiasi eveniment, la Constanta.

Ministrul Afacerilor Europene, domnul Leonard Orban, a tras un semnal de alarma in ceea ce priveste neregulile identificate in cadrul gestionarii programelor operationale din Romania, cea mai mare preocupare fiind pentru Programul Operational Sectorial Dezvoltarea Resurselor Umane. Acesta se afla in plin proces de evaluare din partea Comisiei Europene si, datorita gravelor nereguli identificate, se mentine riscul de suspendare in perioada urmatoare.

De asemenea, stadiul absorbtiei, la nivelul tuturor programelor operationale din Romania este unul foarte scazut, procentul situandu-se in jurul cifrei de 10% din cele aproximativ 19 miliarde de Euro alocate Romaniei pentru perioada de programare 2007-2013. Public Private Partnership – An opportunity for private investors

On June 27th, VAPRO Romania has participated in the seminar „Public Private Partnership for infrastructure projects” organized by Bursa Media Group – an initiative which we welcome as being still of great interest and current.  

The reason we are saying this is because we have been talking about Public Private Partnership (PPP) for some years now, but it is known that up to today we have no projects implemented or even submitted and approved. However, this is an approach that works well in many other countries (the most representative of them would be Great Britain, France, Hungary, Austria and many more) and which could also work in our country.

So, we will make a short summary, with the main ideas about what PPP means and conclude with some types of projects or priorities brought at the panel by the representatives of the Ministries. We tried to focus on the priority areas that are most interesting for the community of investors, namely: infrastructure – transport and health.  

The PPP is always initiated by a public partner (central or local authority) and is (or should represent) the most appropriate form of raising and involving private capital in the development and operation of public investments. The cooperation between the public and private investors, within a PPP project can run for a relatively long period of time (up to 49 years). In Romania, the authority responsible for the PPP is The Central Unit for Coordination of Public Private Partnership (UCCPPP). Basically, their role is to review the procedural aspects related to the process of selecting the private partner.

What is the procedure and what are the steps of a PPP project?

1. Identifying the object (the need) of the PPP project and approving its opportunity
2
. Developing the pre-feasibility study or background study, and get the approval of the UCCPPP
3. Developing and publishing of the selection announcement for the PPP (description of the project and services needed, the requirements, criteria and methods of evaluation and selection of interested investors)
4. Receiving the letters of intent, from private investors, selecting and signing the project agreement – in order to start the negotiations
5. Negotiation / competitive dialogue and presenting the final offers
6. Designating the winning offers, signing the PPP contract with the private partner selected and publishing the contract
7. Setting up the project company (joint-stock company, Romanian legal entity, having as shareholders the public and private party, who are represented in proportion to their participation in the PPP project)
8. Developing and operating the investment, according to the PPP contract
9.  Terminating the PPP contract by the free transfer of property to the public partner, in good condition, exploitable and free of any charges, and then dissolving the project company

 

Among the most interesting projects, listed as a priority by the ministries,  we mention:       

• Ministry of Transport: Danube – Bucharest channel (Trans-European Transport Corridor VII), estimated value of investment 1.528 million Euro; Highway Tg Mures – Iasi – Ungheni, 307 km, estimated value of investment 609 million Euros; Metro line Bragadiru – Voluntari, 25,9 km, estimated value 2.000 million Euros
•  Ministry of Health: 6 projects for construction and equipment of emergency regional hospitals approved by memorandum in Cluj, Iasi, Tirgu Mures, Timisoara, Bucharest, Craiova, reabilitation of nursing homes/spas from Mangalia, Techirghiol, Felix, etc.

UCCPPP representatives have presented a PPP project, which seems to be the most advanced among the others, project already approved by UCCPPP under the pre-feasibility study phase, namely: building a road tunnel undercrossing Gutai Mountains, with user fees, project innitiated by Maramures County Council. The estimated value of the investment is 92,193,690 euros. The next phases are:  the publication of the announcement in SEAP, negotiating with the private investors and awarding the contract.

Could this be the first PPP project that will attract the interest of private investors for such projects? It should be noted that although there is a legal framework and in the opinion of the legal authorities this could work and could provide the necessary conditions to implement these PPP projects, until now, the investors have not rushed to answer the challenges.

Remains interesting to see if, the current legislation – which according to some is quite restrictive and much more perfectible in the opinion of others – allows the configuration of an optimal mechanism that provides the private investor with the tools to safely return his investment and to obtain an attractive and reasonable profit. The political factor must also be considered. Good news is that, at the European Union level, there are discussions that for the next programming period, 2014 – 2020, in which Romania will spend again a semnificant part of the European budget, we could use the European funds to support PPP projects. Could this be another way to reduce investors’ risks and make these projects more attractive?

Parteneriatul Public Privat – O oportunitate pentru investitorii privati

VAPRO Romania a participat in data de 27 iunie 2012 la seminarul organizat de Grupul de Presa Bursa cu titlul – “Parteneriatul Public Privat pentru proiecte de infrastructura” o initiativa pe care o salutam ca fiind de interes si inca de actualitate. Spunem inca de actualitate pentru ca tot discutam de ceva ani despre proiectele de Parteneriat Public Privat (PPP) insa este stiut ca nu avem pana la aceasta data nici un proiect realizat sau macar aprobat.

Cu toate acestea, este o abordare care functioneaza in multe alte tari (cele mai reprezentative ar fi in Marea Britanie, Franta, Ungaria, Austria) si care, ar putea, de ce nu, sa functioneze si la noi. Redam asadar, destul de sintetic, in cateva randuri principalele idei despre ce inseamna PPP si incheiem cu cateva tipuri de proiecte sau prioritati, aduse la masa discutiilor de catre reprezentati ai Ministerelor prezenti la conferinta. Evident, ne-am axat pe cateva dintre domeniile prioritare pentru  investitori, si anume: infrastructura – transport si sanatate.

Partneneriatul Public Privat (PPP) este intotdeauna initiat de catre un partener public (autoritate centrala  sau locala) si reprezinta (sau ar trebui sa reprezinte) forma cea mai adecvata de atragere si implicare a capitalului privat in realizarea si exploatarea unor investitii publice. Cooperarea dintre partenerul public si  investitorul privat in cadrul unui proiect de PPP se  poate derula pe o perioada relativ lungă de timp (pana in 49 ani). In Romania autoritatea responsabila de PPP este Unitatea Centrala pentru Coordonarea Parteneriatului Public Privat (UCCPPP). Practic, rolul lor este de a verifica aspectele procedurale aferente procesului de selectie a partenerului privat.

Cum se procedeaza sau care sunt etapele pentru realizarea unui PPP?

  1. Identificarea obiectului (necesitatii) proiectului de PPP si aprobarea oportunitatii acestuia
  2. Realizarea studiului de prefezabilitate sau de fundamentare si aprobarea acestuia de catre UCCPPP
  3. Elaborarea si publicarea anuntului de selectie pentru PPP (descrierea proiectului si a serviciilor necesare, cerintele, criteriile si modalitatea de evaluare si selectie a investitorilor interesati)
  4. Primirea scrisorilor de intentie, selectarea si semnarea acordului de proiect in vederea negocierilor
  5. Negocierea/dialogul competitiv si prezentarea ofertelor finale
  6. Desemnarea ofertelor castigatoare, incheierea contractului de PPP cu partenerul privat selectat si publicarea acestuia
  7. Infiintarea companiei de proiect (societatea comerciala pe actiune, persoana juridica romana, avand ca actionari partenerul public si cel privat, care sunt reprezentati proportional cu participarea la proiectul de PPP)
  8. Realizarea investitiei si exploatarea ei conform contractului de PPP
  9. Incetarea contractului de PPP – prin transferul bunului cu titlu gratuit catre partenerul public, in buna stare, exploatabil si liber de sarcini si dizolvarea companiei de proiect

Printre cele mai interesante proiecte aflate pe lista de prioritati ale ministerelor enumaram cateva, si anume:

  • Ministerul transporturilor: Canal Dunare – Bucuresti (Coridor Transeuropean de Transport VII), valoare estimata 1528 mil Euro; Autostrada Tg Mures – Iasi – Ungheni, 307 km, valoare estimate 609 mil euro; Linia de metrou Bragadiru – Voluntari, 25,9 km, valoare estimate 2.000 mil euro
  • Ministerul Sanatatii: 6 proiecte de constructie si dotare a unor spitale regionale de urgenta aprobate prin memorandum in Cluj, Iasi, Tg Mures, Timisoara, Bucuresti, Craiova; reabilitare si dotare a sanatoriile balneare din Mangalia, Techirghiol, Baile Felix , etc.

Reprezentantii UCCPPP au prezentat un proiect de PPP, care se pare a fi cel mai avansat, fiind déjà aprobat de catre UCCPPP in faza de studiului de prefezabilitate si anume: construirea unui tunel rutier subtraversare Muntii Gutai (Axa Nordului), cu taxa utilizatori, proiect initiat de Consiliul Judetean Maramures. Valoarea estimata a investitiei este de 92.193.690 euro. Urmeaza publicarea anuntului in SEAP, negocierea si atribuirea contractului. Sa fie oare acesta primul proiect de PPP care va trezi interesul investitorilor privati pentru acest tip de proiecte?

Este de remarcat ca desi cadrul legal exista si dupa opinia autoritatilor poate sa functioneze si sa asigure conditiile necesare implementarii acestor PPP-uri, pana la aceasta data investitorii nu s-au grabit sa raspunda provocarilor. Interesant de vazut daca, legislatia actuala, destul de restrictiva dupa parerea unora, mult perfectibila dupa parerea altora, permite configurarea unui mecanism optim de realizare a proiectului care sa asigure investitorului privat recuperarea rapida si sigura a investitiei precum si realizarea unui profit rezonabil si suficient de atractiv.  Factorul politic trebuie luat, de asemenea, in considerare.

O veste buna ar fi ca la nivel de Uniune Europeana, se discuta si se are in vedere ca pentru urmatoarea perioada de programare, respectiv 2014 – 2020 in care Romania va cheltui din nou o parte semninifcativa din bugetul european, sa poate folosi fondurile europene pentru sprijinirea proiectelor in regim de PPP. Ar putea fi aceasta o alta modalitate de reducere a riscului investitorilor si de a face mai atractive aceste proiecte?! Ramane de vazut!

SOPIEC 4.1 – Call for proposals – energetic efficiency

Dear Partners,

The Ministry of Economy, Trade and Business Environment, through the  Intermediate Body for Energy, announces the call for proposals for projects that target investments for increasing the energy efficiency, inside operation 4.1, which are co-financed by structural funds.

Total budget for this call is 240 million lei and the maximum amount of funding for a project is 80 million lei (approximately EUR 18.5 million) which can represent up to 70% of the eligible project.

The winning projects can benefit from a pre-financing of up to 35% of the total grant.

Potential beneficiaries are SME’s and large enterprises that carry out economic activities in the extractive industry or manufacturing.

What can be financed:

  • Specific equipment for  enterprises active   in industrial sector, in order to obtain energy savings based on energy  balance (eg, air compressors, pumps, machinery / equipment / ventilation   systems, heating / cooling, boilers, burners, heat exchangers, frequency converters,      integrated energy management and others);
  • High efficiency Cogeneration   units  of industrial enterprises (Cogeneration plants upgrading or building new  ones);
  • Constructions related to  industrial processes of energy efficiency.

The period for submitting the applications is June 15 to October 30, 2012.

POSCCE 4.1 – Lansare sesiune de proiecte – eficienta energetica

Stimati parteneri, Ministerul Economiei, Comertului si Mediului de Afaceri prin Organismul Intermediar pentru Energie anunta lansarea cererii de propuneri de proiecte in cadrul operatiunii 4.1 prin care sunt co-finantate prin intermediul fondurilor structurale proiectele de investitii ce vizeaza cresterea eficientei energetice. Bugetul total alocat este de 240 milioane lei iar valoarea maxima a finantarii acordate pentru un proiect este de 80 milioane lei (aprox 18,5 milioane euro) care poate reprezenta pana la 70% din valoarea eligibila a proiectului. Proiectele castigatoare pot beneficia de o prefinantare de pana la 35% din valoarea totală a finanţării nerambursabile. Potentialii beneficiari sunt IMM-urile si intreprinderile mari, ce desfasoara activitati economice in industria extractiva sau industria prelucratoare. Se finanteaza:

  • Instalatii/echipamente specifice pentru întreprinderi din industrie, în scopul obtinerii unei economii de energie, pe baza bilantului energetic (ex: compresoare de aer, pompe, instalaţii/echipamente/sisteme de ventilatie, sisteme de încalzire/racire, boilere, arzatoare, schimbatoare de caldură, convertoare de frecventa, sisteme integrate de management al consumului de energie si altele);
  • Unitaţi de cogenerare de înaltă eficienta ale întreprinderilor din industrie (modernizarea centralelor de cogenerare sau construirea unora noi);
  • Constructii aferente procesului industrial care face obiectul proiectului de eficienta energetica

SOPIEC: deadline extended

Intermediate Body for SME announced the extension period for registration and submission of Small Investment projects.

Thus, the call no.4 financial support with value up to 1,065,000 lei for investment in small and medium companies extends its validity from 31 May 2012 until July 10, 2012.

All projects can be registered online and submitted until July 10, and the evaluation process of all projects will be made after the closing call for projects.

POSCCE: prelungire depunere proiecte

OI IMM a anuntat prelungirea termenului de inregistrare si depunere a proiectelor de Investiţii Mici.

Astfel, apelul de proiecte numarul 4, Sprijin financiar cu valoarea de pana la 1.065.000 lei pentru investitii in intreprinderile mici si mijlocii isi prelungeste valabilitatea de la 31 mai 2012 pana pe 10 iulie 2012.

Toate proiectele pot fi inregistrate online si depuse pana la data de 10 iulie, iar evaluarea tuturor proiectelor se va realiza dupa inchiderea apelului de proiecte.
