Reallocation among Axes to finance all projects selected

In the press conference organized by the Monitoring Committee of MASOPHRD on June 8th 2010, the MASOPHRD has presented the status of the projects submitted, selected and contracted. Also, it has made a very important announcement for all beneficiaries: MASOPHRD has proposed to finance all projects selected on the key areas where the request has been very high (such as 3.1 or 3.2) by reallocating funds from key area where the interest was not that high (such as 4.2). According to the press release: “The management of MASOPHRD will propose to the Ministry of Labor and to the Ministry of Finance that all projects selected would be totally financed. The necessary amounts will be taken from the financial allocation of key areas where the interest was not that high among beneficiaries”.

Those who have submitted projects on the SOPHRD and are waiting for the results of the evaluation but also those of you who are planning to apply for a project financed through ESF-SOPHRD can analyze the updated situation of projects submitted on SOPHRD.

3 years in Romania!

We are celebrating 3 years since we have established our Romanian office and we would like to thank all clients and partners that have been together with us during this time.

Also, for our 3 years anniversary in Romania, we have inaugurated a new office for VAPRO Romania, where we invite all of our clients as well as all of you who would like to collaborate with us in the future.

We cannot end before we draw a signal regarding the actual status of the absorbtion of EU funds in Romania, that is below 10% at this time. This can lead to the un-desired situation that at December 31st 2010, according to the n+3” rule, Romania will have to return the money it has not used to the European Union.

According to the most recent analysis published on the ACIS website, at April 30th  2010, the reimbursements towards the beneficiaries are worth 22.303.647 euro (90.809.301 lei). So, the absorbtion rate reported to the public funds allocated for 2007 (250.543.753 euro) is   8.90% and compared to the public financing opened for 2007-2010 (1.534.129.960 euro) is is only 1.45%.

We consider that our main advantage in Romania is precisely „understanding the market”, reason for which our involvement in any EU project brings a real added value, which has its roots in the preciseness of the absorption mecanisms of EU funds.

Extension of the submission deadlines

March 31st, 2010

MASOPHRD has decided to extend the deadlines for submitting the state aid and de minimis projects. In order  to support private or state companies, potential beneficiaries of the state aid and de minimis schemes, MASOPHRD has extended the deadline for the electronic submission of these projects, until 30/11/2010, 16 PM, for the following financing lines:

„Financial support for occupation” (no. 73)
„Financial support for occupation for people in the rural environment” (no. 74)
„Mentorship programs for young employees” (no. 75)

Guarantees for the EU funds beneficiaries

Normele de implementare a Programului de sprijin si criteriile de eligibilitate pentru beneficiarii proiectelor finantate din instrumente structurale ale Uniunii Europene alocate Romaniei

Guvernul a aprobat, prin Hotarare de Guvern, normele de implementare a Programului de sprijin si criteriile de eligibilitate pentru beneficiarii proiectelor finantate din instrumente structurale ale Uniunii Europene alocate Romaniei, programul devenind astfel functional.

Actul normativ adoptat stabileste plafonul total al garantiilor ce pot fi emise in 2010, care sunt la nivelul sumei de 300 milioane euro.

Finantarea garantata in cadrul programului este de 80% din valoarea creditului, care poate fi in euro sau lei. Perioada de tragere a finantarii este de maxim 4 ani.

Situation of the EU funds absorption at February 28th 2010

Situatia absorbţiei (plati efectuate catre beneficiari) fondurilor europene la 28 februarie 2010 arată faptul că, per total, pentru toate programele operationale sectoriale s-au absorbit 7,79% din banii alocaţi Romaniei pentru perioada 2007-2013, faţă de 7,16% luna precedentă.

Pentru POSDRU, doar 5,03% din sumele alocate au fost absorbite la 28 februarie 2010.

Noutati fonduri structurale

Solutii bancare pentru blocajele financiare in proiectele cu finantare europeana.

In contextul actual de criza economica si avand in vedere situatia privind nivelul scazut de absorbtie al fondurilor europene nerambursabile, bancile au pregatit solutii pentru a veni in sprijinul mediului de afaceri. Astfel, bancile propun noi linii de credit pentru a asigura:

  • procentul de cofinantare necesar beneficiarilor de fonduri europene nerambursabile
  • sumele necesare prefinantarii anumitor activitati de catre aceiasi beneficiary
  • scaderea dobanzilor la credite in moneda in care este contractat imprumutul

In acest fel, blocajele intampinate pana in prezent de benficiarii unor proiecte finantate de Uniunea Europeana vor putea fi evitate pe viitor.

Bani pentru companii – ultima sansa

Companiile din Romania trebuie sa profite de ultima sansa pe care o au in acest an de a accesa fonduri nerambursabile pentru trainingul propriilor angajati.

Ieri, 4 Februarie 2010, Autoritatea pentru Coordonarea Instrumentelor Structurale a publicat calendarul orientativ al lansarilor de apeluri de proiecte la nivelul tuturor programelor operationale pentru anul 2010 (click aici). Conform acestui calendar, in anul 2010 nu se va mai lansa nicio linie de finantare dedicata companiilor.  Asadar, schemele de ajutor de stat si ajutor de minimis lansate in 2009 sunt ultima sansa de care companiile mai pot profita pentru a accesa fonduri nerambursabile in domeniul resurselor umane.

Asadar, va reamintim ca cererea de proiecte lansata in Martie 2009 in cadrul careia companiile isi pot finanta activitatie de traning cu fnduri europene are ca termen limita 31 Martie 2010. Autoritatile nu au previzionat pana la aceasta data o prelungire a acestui termen, drept urmare, companiile care nu au depus pana acum proiecte trebuie sa se grabeasca.

Va informam ca in cadrul acestei scheme am dezvoltat peste 40 de proiecte pentru clientii nostri – IMM-uri si companii mari. Dintre acestea, peste 25 au fost evaluate si aprobate, primind o finantare europeana nerambursabila de aproximativ 4.5 milioane Euro.

Bani pentru sanatate si securitate la locul de munca

The scheme for TRAINING: “Money for the health and safety on the job”

Financing line openned: No.78 „ Money for health and safety of the employees”, Key area of intervention 3.2

Who can apply?

Any company legally registered in Romania, with a “healthy” financial situation, except for companies in primary agricultural production, fishery and mining industry

Eligible activities:

• Ensuring the health and safety on the job (H&S plans, analysis, programs, regulations etc)
• Preventing professional diseases (training programs, internal sessions etc)
• Informing and guiding the workers in the area of health and safety on the job (informational materials, campaigns etc)
• Ensuring the organizational framework and the necessary means for ensuring the health and safety on the work place (procedures, regulations, investing in materials, consumables etc)

Eligible Target Group: Employees and managers of the applicant

Project value

– Maximum 200.000 Euros, equivalent in RON.
– Maximum 100.000 Euros for companies in the transport sector

Financial Aid– 100% non-reimbursable.

Project length: Between 6 and 24 months

Deadline for applications: March 31st 2010

Statistici ajutor de stat si de minimis

Autoritatea de Management pentru Programul Operational Sectorial Dezvoltarea Resurselor Umane a decis prelungirea termenelor limita de depunere a proiectelor de tip Ajutor de stat si De Minimis.

Cu exceptia liniei de finantare nr. 77. Perfectionarea/Specializarea angajatilor proprii, termenul limita pentru urmatoarele linii de finantare a fost prelungit pana la data de 31 martie 2010:

  • nr. 73, Sprijin financiar pentru ocupare
  • nr. 74, Sprijin financiar pentru ocuparea persoanelor din mediul rural
  • nr. 75, Programe de mentorat pentru tinerii angajati
  • nr. 76, Calificarea/recalificarea angajatilor proprii
  • nr. 78, Bani pentru sanatatea si siguranta angajatilor

Asadar, pentru toate aceste linii de finantare AMPOSDRU a considerat oportun sa prelungeasca termenul limita cu aproximativ 5 luni. Aceasta masura de prelungire a fost luata pentru a da o sansa in plus intreprinderilor de a atrage, prin proiecte de calitate, sumele puse la dispozitie de Uniunea Europeana.
Pentru a va informa cu privire la situatia proiectelor depuse si a sumelor alocate, va prezentam situatia acestora, la data de 9 octombrie, asa cum a fost facuta publica de catre AMPOSDRU.
