The draft of the new Applicant Guide General terms – Grant and strategic projects has been published

On 31.10.2011, the Managing Authority for the Sectoral Operational Programme Human Resources Development has published for public debate the new Applicant Guide – General Conditions for grant and strategic projects.

The consultative version of the guide is published for public debate until 30th of November. Improvement suggestions can be sent at the following address ghid2011@fseromania.ro before the date mentioned above.

Immediate funding opportunities for companies in Romania

October 4th, 2011

SMEs (companies with a turnover of up to 50 million Euros and less than 250 employees at group level) may receive EU grants as follows:

  • Up to 250,000 Euros for investments in increasing, expansion or modernization of production capacity through the construction of production halls and acquisition of technologies and equipments.
    Call launch: October 2011
    Evaluation type: submittal within deadline, 90 days from launch date, based on quality criteria
  • Up to 40,000 Euros for purchase of consultancy services for business development (marketing, human resources, manufacturing, business development).
    Call launch:: November 2011
    Evaluation type: continuous submittal
  • Up to 200,000 Euros for implementation and extension of ERP – Enterprise Resource Planning or CRM – Customer Relationship Management systems
    Call launch: call launched on 5th of October 2011, until 30th of March 2012
    Evaluation type: continuous submittal, first come – first served criteria
  • Up to 440,000 Euros for the development of electronic commerce and other on-line business solutions.
    Call launch: October 2011
    Evaluation type: continuous submittal
  • Up to 200,000 Euros for participation in international fairs and exhibitions organized in Romania or abroad, participation in trade missions abroad, online promotion, development / improvement of presentation web-sites, development and production of printed promotional materials
    Call launch: call open in 26th of August 2011,  until 26th of November 2011
    Evaluation type: submittal within deadline

Large companies (with a turnover of more than 50 million Euros and over 250 employees at group level) and SMEs can receive grants from the government through the state aid scheme as follows:

  • Up to 50% of the total initial investment over 5,000,000 Euros

Launch of SOPHRD call “Quality in higher education”

After about 7 months with no launch of calls for the Operational Programme Human Resources Development, the authorities in charge announce the launch of the line for Key Area of Intervention (KAI) 1.2. – “Quality in higher education”, for strategic projects.

The call will be open the 7th of October 2011 and projects can be submitted through the online application until the 21st of October 2011.

Along with the launch of this call, MASOPHRD brings a change with significant impact on strategic projects, consisting of reducing the maximum total value ­ from 5 million to 3 million euros.

“Support for access to new markets and internationalization”

The intermediate Body for SME’s within the Ministry of Economy, published for public debate until 01.08.2011, the Applicant’s Guide for Operation “Support for access to new markets and internationalization”.

This operation aims to support micro, small and medium-sized enterprises from Romania in order to increase their competitiveness and improve their exports potential through involvement and participation in promotion activities, both in Romania and abroad.

The release of the call is scheduled to take place in July – August and the deadline for submission is 60 to 90 days after the call opening.

Maximum amount of the grant aid is 840,000 lei about 200,000 Euro.

Eligible applicants:
• Micro-enterprises
• Small and medium enterprises.

Eligible activities:
• Participation in international fairs and exhibitions organized in Romania or abroad
• Participation in trade missions abroad;
• Development and production of printed materials/ promotional materials
• On-line promoting (improvement/ creation of presentation websites)
• Services related to promoting activities on new markets – domestic and international marketing;
• Identifying service providers / external customers through Hosted Buyers program.

News SOP HRD: Publication of the list of beneficiaries and partners!

Dear clients and partners,

The MASOPHRD has published a list with all project beneficiaries within SOPHRD and also a list with all the partners involved in these projects.

By analysing these updated lists you can identify all projects that are being implemented within SOPHRD, by every beneficiary, and also their status.

This measure taken by the MASOPHRD as well as publishing the updated periodical list of all the payments done towards beneficiaries may represent an important step in ensuring the transparency of information and increasing the efficiency of the relationship with the beneficiaries.

Updated calendar of project proposals within the SOP HRD 2011

The MASOPHRD has published the updated Calendar of new requests for proposals within SOPHRD for 2011.

Also, a new Guide for Applicants – General Conditions will be launched for public debate in May.

The calendar is indicative and may undergo further changes depending on the completion of the Applicants’ Guides – General Conditions (2011) and Specific Conditions.

We also inform you that, compared with the previous version of the calendar, published on February 16th 2011, some of the financing lines are no longer foreseen to be launched in 2011, according to the new calendar.

Applicant’s Guide – Specific Conditions MDI 2.3, launched for consultation!

We inform you that on the 13th of April 2011, CNDIPT-OIPOSDRU published for consultation the Applicant Guide – specific conditions, for request of proposals related to the key area of intervention 2.3, “Access and participation in continuous vocational training” scheduled to be launched starting with May 2011.

Suggestions and opinions of persons concerned for improving this document may be sent to the e-mail address cndiptoiposdru@tvet.ro or fax number 021.312.54.98, until the 5th of May 2011.

This key area of intervention is funding continuing vocational training (CVT) in order to qualify or re-qualify employees. The project proposals are evaluated on qualitative criterias, so we expect your projects in order to take advantage of this opportunity and turn your ideas into reality.

Simplified checking within SOPHRD

MASOPHRD has published on the 9th of March 2011 the Instruction no.43 in order to simplify the administrative control procedures of the reimbursement requests. This instruction is applicable to all grant and strategic project beneficiaries.

The purpose of this instruction is on the one hand to support beneficiaries in the implementation process of their projects financed through SOPHRD, providing a unitary approach of the way the project are being checked from a technical and financial point of view. On the other hand, MASOPHRD aimes through this instruction to reduce the checking time of the reimbursement requests and in this way to respect the 30 days deadline mentioned in the financing contract.

MASOPHRD announces pre-financing payments!

Dear clients and partners,
We are pleased to inform you that on the 2nd of March 2011, the MASOPHRD published an announcement regarding the payment of pre-financing requests received by the Management Authority until the 16th of February 2011.
According to the data published, MASOPHRD announces that on the 1st of March 2011, had paid a number of 358 requests for pre-financing tranche I (required for the start of the project implementation), with a total value of 199.279.080 lei, which was received by the MA until the 16th of February, 2011.
