VAPRO Romania is very active in the field of adjusting the legislative and methodological framework for non-reimbursable financing. We participate to various public consultation organized by the Ministry of European Funds, Commerce Chambers and other representative organizations.\u00a0Also, together with our partners, we organize round tables\/workshops through which we promote our ideas and encourage the private business environment to get involved in EU projects.<\/span><\/p>\n

We present below examples of public consultations to which we have participated and recommendations submitted to improve the guidelines \/ other draft documents:<\/span><\/p>\n\n\n\n

We submitted recommendations and we asked for clarifications regarding some aspects for completing the Applicants Guideline Specific Conditions of Specific Objective 3.7 – project call “Diaspora Start Up”, guideline under public consultation.<\/span><\/p>\n

\nVapro Romania together with Structural Consulting\u2122 Group \u2013 www.fonduri-structurale.ro<\/a>\u00a0submitted to\u00a0the Ministry of European Funds and MA POCU a\u00a0document that\u00a0comprise recommendations to improve the Applicant Guideline Specific Conditions \u201cRomania Start up Plus\u201d on Human Capital Operational Programme.<\/span><\/p>\n

\nWith the occasion of the publication through public consultation of the Applicant Guideline for the Specific Objective 8.3\u00a0Increasing the coverage of social service , operation A vulnerable group: elderly, within POR we elaborated few recommendations.<\/span><\/span><\/p>\n

\nOn 22.03.2016 we attended the consultation regarding the consultative Guidelines regarding the minimis aid schemes for SMEs financing, published by the Agency for the implementation of SMEs programmes and projects under\u00a0the Ministry of Economy. The meeting was also informative, presenting the stage of the drafting versions of the Guidelines and the main changes that will be performed.<\/span><\/p>\n

18.03.2016 – MySMIS 2014 – Recommendations for improving MySMIS 2014 system, the module for applications for funding<\/strong><\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n


\nWe tested MySMIS 2014 system and at the time it was closed we submitted our recommendations for its improvement, both by email and by the Helpdesk system.<\/span>

04.03.2016 \u2013 Public procurements \u2013 New legislation<\/strong><\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n


\nWe attended the meeting between AMCHAM (American Chamber of Commerce in Romania) representatives\u00a0of\u00a0the European Commission (Mr. Francois Arbault) regarding the new procurements legislative package. There were\u00a0discussed the main modifications\u00a0and we presented our improvement recommendations to the Commission representatives.<\/span><\/p>\n\n\n\n
10.02.2016 \u2013 POCA\u00a0\u2013 <\/strong>Supporting NGOs capacity to formulate public policies<\/strong><\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n


\nWe submitted questions\/recommendations for completing the Applicants Guideline for the projects that aim to support the capacity of NGOs to formulate public policies.<\/span>

\nWe participated as representatives of the private sector to the discussion concering\u00a0the changes that will be introduced by the new legislation on public procurement. The session has been organized by the new leadership of the National Agency for Public Procurements.<\/span><\/p>\n

06.01.2016 – POCU\u00a0– Consultation at the Ministry of European Funds premises\u00a0regarding the interventions for the people from marginalized communities.<\/strong><\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n


\nWe participated to\u00a0a consultation organized by the Ministry of European Funds regarding the Specific Guidelines for projects aiming at developing the\u00a0marginalized communities. There have been presented the main issues of the Guidelines and together with other participants we communicated to the representatives of the Ministry our main recommendations\u00a0regarding the type of eligible applicants – in particular, and also the eligibility conditions of the minimis aid and the types of professional training that can be organized\u00a0within the projects.\u00a0Besides other relevant actors, the\u00a0Ministry of European Funds, Mrs. Aura Raducu and Mr. Ciprian Necula – the state advisor on Roma issues, have also participated.<\/span><\/p>\n

\nWe have provided a set of recommendations for the improvement of the consultative version of the Applicants Guidelines – Specific Conditions no. 1\/2015 for the Axes 1 and 2 for hiring unemployed youngsters who do not follow a form of education (NEETs) and also for the state and minimis aid schemes.<\/span>
