Regional Operational Programme 2014 &#8211; 2020 (ROP)<\/strong><\/span> aims to ensure the continuity of the strategic vision on regional development in Romania, completing the regional development directions and priorities contained in the National Development Plan and the National Strategic Reference Framework 2007-2013 and implemented through ROP 2007-2013 and other national programs. ROP 2014-2020 has a total financial allocation of almost<span style=\"color: #003366;\"> <strong>8,2 bln. euro<\/strong><\/span> (6,7 bln. euro EU allocation and 1,5 bln. euro national co-financing) being split in 12 Priority Axes, out of which 2 support investments in the health\/medical field, namely:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\">Priority Axis 8: Development of health and social infrastructure \u2013 763,45 mil euro (total allocation);<\/span><\/li>\n<li><span style=\"color: #000000;\">Priority Axis 9: Support economic and social recovery of marginalized communities from urban areas \u2013 101,41 mil euro (total allocation);<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\"><span style=\"color: #003366;\"><strong>2. Competitiveness Operational Programme 2014 \u2013 2020 (COP)<\/strong> <\/span>aims to increase the competitiveness and the economic development by improving the access, security and the use of ICT (Information and Communication Technology) and by strengthening the RDI activities (Research Development Inovation). Also, COP indirectly contributes to reform fields such as education, health and culture, but also to social inclusion and poverty reduction. COP 2014-2020 has a total financial allocation of almost <span style=\"color: #003366;\"><strong>1,582 bln. euro<\/strong><\/span> (1,329 bln. euro EU allocation and 0,253 bln. euro national co-financing) being split in the following two Priority Axes:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\">Priority Axis 1: Research, technological development and innovation (RDI) in support of economic competitiveness and business development &#8211; 797,872 mil euro (total allocation);<\/span><\/li>\n<li><span style=\"color: #000000;\">Priority Axis 2: Information and communication technology (ITC) for a competitive digital economy &#8211; 531,914 mil euro (total allocation);<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><span style=\"color: #003366;\"><strong>3. Human Capital Operational Programme 2014 &#8211; 2020 (HCOP)<\/strong><\/span> sets out the investment priorities, goals and actions undertaken by Romania in the human resources field, continuing the investments made through the European Social Fund in 2007-2013 period and contributing to the overall objective of the 2014-2020 Partnership Agreement, to reduce the economic and social disparities between Romania and the other EU member states from the economical and social development point of view. HCOP 2014-2020 has a total financial allocation of almost <span style=\"color: #003366;\"><strong>5,059 <\/strong><strong>bln. euro<\/strong><\/span> (4,326 bln. euro EU allocation and 0,732 bln. euro national co-financing) being split in 7 Priority Axes, out of which 2 support investments in the health\/medical field, namely:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\">Priority Axis 4: Social inclusion and combating poverty &#8211; 1.110,191 bln. euro (total allocation);<\/span><\/li>\n<li><span style=\"color: #000000;\">Priority Axis 5: Community-Led Local Development &#8211; 211,978 mil euro (total allocation);<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><strong><span style=\"color: #003366;\">4. STATE AID SCHEMES<\/span><\/strong> are developed by Romanian Ministry of Public Finance for financing investment projects, providing support for investments in assets or for financing labor costs when developing new work places, as a result of an initial investment. STATE AID SCHEMES represents an incentive awarded by the romanian state by reimbursing up to 50% of the expenditure for investment projects. The purpose of the state aid schemes is:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\">Support large-scale investment projects with important effects on the economy;<\/span><\/li>\n<li><span style=\"color: #000000;\">Regional development through investments that use new technologies and creates new work places;<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Through the new European funds allocation for Romania a special attention will be paid for organizations from the priority fields, identified by two national strategies: National Strategy for Research-Development-Innovation (NSRDI) 2014-2020 and National Strategy for Competitiveness (NSC) 2014-2020.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">According to <strong>NSRDI 2014-2020<\/strong> the following <strong>intelligence specialization fields<\/strong> were identified:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\">Bio-economy;<\/span><\/li>\n<li><span style=\"color: #000000;\">Information and communication technology, space and security;<\/span><\/li>\n<li><span style=\"color: #000000;\">Energy, environment and climatic changes;<\/span><\/li>\n<li><span style=\"color: #000000;\">Eco-nano-technologies and advanced materials;<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Through NSRDI 2014-2020 an important role will be set for <strong><em>Health<\/em><\/strong>, considered as a <strong>priority area of public interest<\/strong> for the current strategic cycle. Health is a field having a critical importance for life quality and public resources. Only the indirect impact of population health represents some percentage of GDP. An essential contribution in this field is brought by the research and experimental development, impacting not only the individual and general wealth, but also society\u2019s economical perspectives.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Moreover, according to <strong>NSC 2014-2020<\/strong> the economical sectors with intelligence specialization potential \/ industrial policy directions were identified.
