Industry sectors involvement
VAPRO Romania is part of the Dutch Group VAPRO-OVP.
VAPRO-OVP is constantly involved in promoting social dialogue and human resources development in different sectors in Romania. VAPRO Romania also supports the development of these activities and assists trade unions, employers unions and sectorial committees in accessing ESF for project funding.

Building up a sectorial committee
In 2005, VAPRO-OVP has supported social partners from petro-chemical sector in building up their sectorial commitee. In Romania, sectorial committees are built under the umbrella of The National Adult Training Board, with the purpose of:

contributing to the development of a legal framework regarding training, evaluating and certification of competencies
- promoting a training and evaluation system based on competencies
- contributing to the development and validation of occupational standards
This project has been finalized in may 2006 by an agreement between romanian social partners in the sector of petro-chemistry for setting up the sectorial committee.

Developing a structure for qualifications based on sectorial competencies
Romania is currently developing a coordinated and coherent system for qualifications and standards for vocational training. In order to support the Romanian economical competitiveness, inclusion of youngsters and training of adults are essential and vocational standards and qualifications have to be based on the real needs in the labor market. For this, social partners have to be involved in developing vocational training at a sectorial level.
As a follow up of the training program, VAPRO-OVP is currently supporting social partners within the petro-chemical and environment sectors in increasing the role of their sectorial committees. Within this project of 2 years, VAPRO-OVP offers technical assistance to the sectorial committees in petro-chemical and environment protection sectors in order for these to develop qualifications based on competencies, that would satisfy the labor market needs in Romania.

Training for the representatives of the sectorial committees in accessing ESF
Experiences related to the implementation of European Structural Funds in other new member states of the EU have shown that these have encountered huge difficulties in the absorption of these funds, the absorption rates being of only 10-15% of the allocated amounts. For this reason, many training programs are available for assisting organizations in Romania in increasing their chances of developing and implementing successfully projects financed by ESF. Still, these programs are very often considered very theoretical. With more than 18 years of experience in The Netherlands, VAPRO-OVP has developed a training program that is focused on the practical aspects of ESF accessing and covers subjects such as: “how to write an application”, „how to administrate an ESF project” and how to “manage an ESF project”. In 2007, representatives of 19 sectorial committees have been trained within this program.
